About this file
This is a proposal document for the City of Enid, Garfield County, Oklahoma, specifically for the YWCA Enclosed Parking project (Project No. M-2321C). The project involves installing a fence around a portion of the parking lot at the YWCA located at 525 S. Quincy, which is funded through the Oklahoma Department of Commerce's Community Development Block Grant, Coronavirus Round 2 Funding. The proposal includes provisions for the contractor to begin work on a specified date and complete all contracted work within a set number of calendar days, with requirements for performance and statutory bonds, public liability insurance, and a three-year maintenance bond.
The proposal requires a 5% bid guarantee payable to the City of Enid, which will be forfeited as liquidated damages if the bidder fails to execute the contract and provide satisfactory contract bonds. The base bid is for a lump sum installation of the fence, with all incidental items considered part of the project. The contractor must provide certified or cashier's check as a bidder's bond and swear that they have not engaged in any collusive bidding practices. The document emphasizes transparency and fair competition in the bidding process, with strict guidelines against price fixing or limiting bids.
