About this file

Addendum No. 1 for the 2023 Storm Damage Repairs Project was issued by the City of Livermore's Community Development Department for a debris removal and permanent repair project spanning three locations (LOP 5, 13, & 14). The addendum, dated June 26, 2024, provides clarifications and supplemental information for prospective bidders, with the bid opening remaining scheduled for July 9, 2024, at 2:30 p.m. The document consists of 501 pages, including current project permits, a pre-bid meeting sign-in sheet, and responses to 27 detailed bidder questions covering specific site conditions, environmental requirements, and project execution details.

Key project specifics include environmental considerations such as the presence of California red-legged frogs at certain sites requiring a biologist's on-site monitoring, specific access and pedestrian routing instructions, and strict guidelines for construction activities. The project involves sediment removal, debris removal, bank stabilization, and vegetation management across three different locations in Livermore. Notably, the City has already obtained necessary permits, and contractors will need to complete Stream Maintenance Program (SMP) training prior to site work. Additional unique requirements include restrictions on equipment placement, sediment management, and site restoration, with specific instructions for each project location regarding tree trimming, material relocation, and environmental protection measures.

THE FOLLOWING REVISIONS HAVE BEEN MADE TO THE SPECIFICATIONS

1. Revised Appendix 8 Stream Maintenance Program Requirements to include updated permits and documentation. (493 pages)

RESPONSE TO BIDDER QUESTIONS

1. Question: Is the contractor responsible for obtaining the necessary permits for the project?

Response: No, the City has obtained the necessary permits. The permits are included within this

Addendum.

2. Question: What is required for the Stream Maintenance Program (SMP) training?

Response: All of the contractors’ workers that will be onsite throughout the project need to attend the SMP training. The training must be completed prior to starting work at any site.

3. Question: What is the estimated duration of SMP training?

Response: The training typically takes about 30 minutes.

4. Question: Are there any endangered species with potential to occur within the work areas?

Response: Yes, there is potential for the federally listed California red-legged frog to be present at Airway Blvd. (LOP 5) and Creek Road (LOP 14) sites. There is a known occurrence of

California red-legged frog that has been noted downstream at the Airway Boulevard (LOP 5) site.

The work at Airway Boulevard and Creek Road require that a biologist be on-site during all construction activities. The City will provide the biologist.

5. Question: Do the project work sites have to be cleared daily prior to work to start?

Response: At LOP 5 and LOP 14 daily project clearances will be required by the City provided biologist. Work will be able to proceed once the site is cleared by the biologist at these locations.

The permits require that no ground disturbing activities can start until 30 minutes after sunrise and all ground disturbing activities must be completed 30 minutes before sunset.

6. Question: How much flow should be expected in the Arroyo Mocho during construction?

Response: The City is in coordination with Zone 7 to cut off flow to the Arroyo Mocho for a maximum of a three-week period. At that time no flow should be expected within the channel.

Ancillary groundwater is expected, and the contractor should be prepared to deal with groundwater if encountered.

7. Question: What is the expected pedestrian route for the work at Creek Road (LOP 14)?

Response: The contractor shall detour pedestrian traffic to the trail on the west end of Creek

Road, then to the sidewalk on the southside of Creek Road. The contractor shall then route pedestrians to the trail access east of 1791 Creek Road. Photos of the locations can be seen below.

The contractor shall take care to guard pedestrians at the interface between the pedestrian route and the contractor’s access route. A photo of the interface can be seen below.

8. Question: Can the contractor access Creek Road (LOP 14) from the pedestrian access routes?

Response: No, the contractor can only access the work for Creek Road from College Avenue as shown on the project drawings.

9. Question: Will additional repairs be needed for the portion of the asphalt pedestrian trail that will receive the contractor’s truck traffic for Creek Road (LOP 14)?

Response: The contractor shall restore the trail to original condition after the completion of construction.

10. Question: Can the contractor trim the trees along the contractor access route to allow truck traffic for Creek Road (LOP 14)?

Response: Yes, the contractor is allowed to trim the trees along the contractor access route. The contractor shall coordinate any tree trimming with the City prior to construction.

11. Question: Will additional repairs be needed for the portion of the asphalt pedestrian trail that will receive the contractor’s truck traffic for Creek Road (LOP 14)?

Response: The contractor shall restore the trail to original conditions after the completion of construction.

Trail

12. Question: How thick is the existing pedestrian trail for Creek Road (LOP 14)?

Response: Typical AC pathways have 2” of asphalt concrete over 4” of Class II AB. The contractor can assume that the trail for this project has similar thicknesses.

13. Question: Are the bollards seen in the photo below, on Creek Road, removable?

Response: The bollards should not be removed to provide access to Creek Road (LOP 14). The contractor shall access the site from College Avenue.

14. Question: Will a list of the environmental permits be provided?

Response: The environmental permits are included as a part of this Addendum No. 1.

15. Question: How far does the trail grading extend at Anza Way (LOP 13)?

Response: The contractor shall coordinate with the City regarding the extents of the trail grading at Anza Way (LOP 13). For the purposes of bidding, the contractor shall assume that the grading extends 565’ west of the storm drain that crosses the trail, and approximately 45’ east of the storm drain.

16. Question: Will additional screening be required when using the relocated material from the stockpile area at Anza Way (LOP 13)?

Response: No, additional screening will not be required. The contractor shall remove any organic material from the relocated material in the stockpile area prior to placing it on the trail.

17. Question: Will a biologist be required to be on-site at Anza Way (LOP 13)?

Response: No, a biologist will only be required at Airway Boulevard (LOP 5) and Creek Road

(LOP 14). A biologist will not be required at Anza Way (LOP 13) although all contractor staff are required to be trained prior to being on site.

18. Question: Will Zone 7 permits be required for Anza Way (LOP 13)?

Response: Yes. This work is within the jurisdiction of Zone 7, so the city will obtain an encroachment permit for both Creek Road (LOP 14) and Anza Way (LOP 13).

Existing bollards to remain in place during construction

19. Question: Will additional payment be granted if the relocated material, at Anza Way (LOP 13), amount exceeds the 200 CY called out in the project drawings?

Response: Yes, the contractor will be paid if additional material is required. The material shall be taken from the existing stockpile site, so no additional material will need to be brought to the site.

20. Question: Will a pre & post survey be required to determine the amount of relocated material that has been used at Anza Way (LOP 13)?

Response: No, a pre & post survey will not be required. The on-site inspector will be keeping track of the quantities of material used.

21. Question: Will re-planting be required at Airway Boulevard (LOP 5)?
