About this file

This is Addendum #1 to RFP #26-14 Heavy Equipment Lease, issued by the Butts County Board of Commissioners Public Works Department in Georgia on March 30, 2026. The procurement solicits proposals for a five-year fair market lease program covering multiple pieces of heavy equipment, including mini excavators, wheel loaders, and a 120 motor grader, to support county operations across roadway maintenance, drainage, solid waste, and public infrastructure. All equipment must be operational by July 1, 2026. The addendum clarifies specifications for equipment attachments and configurations, including confirmation that wheel loader forks must be included, that a mid-mount scarifier is preferred for the 120 motor grader rather than a rear-mount ripper or front-mount scarifier, and that no torrent mulcher is required for the mini excavator.

The lease structure is specified as a fair market lease rather than a $1 buyout lease. The addendum addresses four specific clarification questions submitted during the bidding process, providing binding responses that vendors must incorporate into their proposals. Additional project details are referenced on Page 5 of the procurement documents. No pricing information, set-asides, incumbency status, or specific funding amounts are detailed in this addendum.

RFP #26-14 HEAVY EQUIPMENT LEASE

Addendum #1:

Posted: March 30, 23026

1. I was looking through the mini excavator attachments and I believe a torrent mulcher should also be included. No mulcher is needed.

2. The wheel loader attachments do not specify a set of forks, should these be included? Yes, the forks need to be included.

3. What type of lease are you wanting (i.e. a fair market lease or a $1 buyout lease)?

This will be a fair market lease. Page 5 with the Project Overview may give you more details as needed.

4. On the 120 motor grader, does this need to have a rear mount ripper, front mount scarifier or mid mount scarifier? On this machine the most common would be a mid mount scarifier. We prefer the Mid Mount Scarifier.
