About this file
This Addendum 1 to IFB 168022 is issued by the New York State College of Ceramics at Alfred University and provides clarifications and modifications to the original solicitation for a high-resolution lithographic 3D printer system. The system must deliver a minimum 20-micrometer resolution using UV laser-based stereolithography to process ceramic slurry feedstock with individual layer deposits of 20 micrometers and a build volume of at least 100 x 100 x 150 millimeters. The printer must include customizable parameters for laser power intensity, re-coater motion speed, and build plate positioning, along with a separate cleaning unit, starter materials and consumables, and GUI-based software capable of reading CAD files. Bidders must submit sample printed and sintered ceramic components demonstrating specification compliance at their own expense. Bid submissions are due August 25, 2026 at 3:00 PM EDT, with written questions due July 31, 2026 at 3:00 PM EDT through the Bidnet platform. Official responses to questions are due August 11, 2026, and anticipated award notification is September 8, 2026. Deliverables include installation, on-site training for up to five individuals, and a minimum one-year warranty.
Pricing must be quoted FOB Destination, Freight Prepaid with all costs included in the original bid; no additional charges are permitted, and quotes must exclude sales tax as SUNY is tax-exempt. The quote is binding for 60 days from the close date. Award will be made to the lowest-cost bidder meeting all mandatory qualifications and technical requirements and deemed responsive and responsible. Vendors with anticipated contract values exceeding $100,000 over the contract life must file the Vendor Responsibility Questionnaire through the New York State VendRep System. Bidders must comply with New York State Finance Law sections 139-j and 139-k and communicate only with Valerie Ewald (Senior Buyer) or Melissa Badeau (Director of Procurement). This is a competitive procurement with no set-asides and no identified incumbent.

ADDENDUM #1 –IFB 168022 7/31/26
Question: Section 2.3 Method of Award / Attachment B - basis of award evaluation Section 2.3 (page 5) states that the award will be made to the lowest-cost responsive and responsible bidder meeting all mandatory specifications, and Attachment B item 4 asks for extended warranty / service agreement information to be provided as Supplement 3. We would kindly ask you to confirm that the award evaluation will be based on the "TOTAL COST to Alfred University" for the base configuration meeting the mandatory specifications of Section 2.1 (printer, cleaning unit, starter materials package, installation and on-site training), and that optional items - extended warranty / service agreements (Supplement 3) and optional equipment under the Desirable Specifications of Section 2.2 - are treated as informational and are not included in the award evaluation total. Thank you.
Answer: We confirm that award evaluation will be based on base configuration (printer, cleaning unit, starter materials package, installation and on-site training) meeting mandatory specifications. Optional items are informational and are not a basis for award evaluation.
Question: Section 2.4 FOB Destination - delivery scope and installation location detail Price is required FOB Destination, Freight Prepaid (Section 2.4, page 6). To plan the delivery and installation accurately and include all associated costs in our bid, we would appreciate clarification of the following: (a) is delivery to the University's receiving area sufficient, or should the bid price include inside delivery and rigging of the equipment to its final laboratory location; (b) could the University kindly share preliminary information about the intended installation location - building and floor, availability of a loading dock, elevator access, and door clearances along the route; (c) are there any special site-access requirements for delivery and installation personnel (for example, security clearance, badging, escort, or safety training) that bidders should take into account; and (d) who will be responsible for unpacking and positioning the machine at its final location prior to the vendor's installation visit? Thank you.
Answer: We request that the equipment be delivered to the University’s loading dock. Our Facilities team will move the machine from the dock to the designated installation space. Once the equipment is on site, we will coordinate a date for your technician to complete the installation and training.
To ensure the equipment remains protected and is not tampered with, or damaged prior to installation, it should remain in its original packaging until your representative arrives. Facilities will assist with unpacking, positioning the machine in its final location, and removing all packaging materials from the space.
