The project encompasses repair and replacement of boiler systems, pumps, controls, fuel lines, air handlers, unit heaters, and variable frequency drives (VFDs) across multiple buildings at the MATES facility and Building 1613 (Gym). Key work includes hydro testing of boiler sections, replacement of all circulator and supply pumps regardless of condition, replacement of all eight VFDs, complete replacement of unit heaters in shop areas, installation of two 1000-gallon propane tanks with bollard protection in Building 134, removal and replacement of fuel lines (as needed following inspection), and addition of on/off switches for unit heaters in Buildings 134A and 135. A mandatory pre-bid conference was held on August 11, 2026, at 10:00 a.m. at MATES Building NG134. Sealed bids were due electronically through the eVA website by 2:00 p.m. on August 28, 2026, with bid opening scheduled for 2:00 p.m. on August 31, 2026. Bidders were required to attend the mandatory pre-bid conference to be eligible for award and must possess a valid Virginia Contractor License. A bid bond of 5 percent is required with no alternative forms of security accepted; successful bidders must provide performance and labor/material payment bonds regardless of contract amount. The bid form includes unit pricing options for fuel line replacement (per linear foot), feed line replacement (per linear foot), air handler repairs (per unit), and boiler structural crack repairs (per boiler), though these unit prices are separate from the total base bid amount used for award determination. All addenda are distributed to email addresses provided on the pre-bid sign-in sheet, and failure to acknowledge receipt of addenda constitutes grounds for declaring a bid non-responsive. The project includes prevailing wage rate requirements, and the contractor is responsible for all permit coordination except building permits, temporary utility extensions and upgrades beyond owner-furnished base services, sanitary facilities, electrical work, commissioning, and system balancing. Factory startup by the boiler manufacturer is required, and comprehensive documentation including O&M manuals, startup reports, balancing reports, and as-built drawings must be provided at project closeout.

Prebid Questions and responses

• For the boiler PMs, it has listed that all fuel lines, metering valves and associated parts need to be replaced. It also says to inspect fuel lines for any signs of leakage and repair as necessary. No, we want the fuel lines inspected and if an issue is found we need it repaired. Please add in your quote a proposed unit price on the bid form per LF.**
