About this file

This document is an addendum to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Debris Removal Service on the Florida Keys Wildlife and Environmental Area. The solicitation seeks competitive pricing for a one-time debris removal project across several sites in the Florida Keys, with a total projected area of approximately 73 acres. The addendum provides answers to 28 questions submitted by potential bidders, including clarification on the intent to award to a single contractor, frequency of cleaning, availability of disposal data, budget, and use of equipment. It also includes a revised Scope of Work and Price Sheet. The projected completion date for all sites is prior to June 30, 2024, and payment may be made as each site is completed following inspection. The total budget for the project is $80,000, which is based on the annual appropriation for the area. The solicitation will be awarded to the responsive, responsible bidder that submits the lowest total price.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

Is the intent to award to one Contractor or multiple contractors?

ANSWER #1

The intent is to award a single contractor.

QUESTION #2

What is the frequency of the cleaning? Is it one time cleaning, weekly, monthly, quarterly?

ANSWER #2

Each site is a one-time event.

QUESTION #3

Do you have a contractor providing this service now? If so, could you provide the current terms, including pricing and results of the last bid?

ANSWER #3

No.

QUESTION #4

Do you have any disposal data from previous cleanings?

ANSWER #4

No.

QUESTION #5

Do you have any volume data? Cubic Yards?

ANSWER #5

No.

QUESTION #6

What is the budget for this project?

FWC SOLICITATION ADDENDUM 3

ANSWER #6

$80,000

QUESTION #7

How did you come up with this budget? How was it calculated?

ANSWER #7

It is based on the annual appropriation for the area.

QUESTION #8

Do you have an estimated tonnage of total debris among all sites?

ANSWER #8

No.

QUESTION #9

Can this project be broken up spanning over a couple of months?

ANSWER #9

No. Once work begins it is expected to continue without interruption until all sites have been completed. The expected completion date is before June 30th, 2024.

QUESTION #10

The sites along roadways that are hard to turn around with a truck and trailer, can we use ATVs?

ANSWER #10

No. ATVs are not allowed within the Florida Keys WEA.

QUESTION #11

Were there any previous projects similar in nature to this one completed? If so, what were the sites and what was the cost per site?

ANSWER #11

Yes. However, projects were specific to that debris removal event and varied greatly between sites. See attached quotes at the end of this addendum.

FWC SOLICITATION ADDENDUM 4

QUESTION #12

Will the payment be made to the contractor as each site is completed, or will the total amount be paid out after total completion?

ANSWER #12

Payment may be made as each site is completed following inspection by the FWC

Project Manager.

QUESTION #13

If we encounter an active homeless encampment in the designated cleaning area, once we report it, how long will it take to get the camp evacuated?

ANSWER #13

It can take up to 7 days to evacuate the camp.

QUESTION #14

Is the contractor required to remove the old piles of millings, asphalt, concrete, and man-made piles of lime rock that are abundant in the snake creek project area?

ANSWER #14

The contractor is not required to remove any naturally occurring limestone (Miami and Key

Largo Limestones) that have been piled. The other items listed must be removed by the

Contractor. See Scope of Work for more details.

QUESTION #15

Can the contractor use equipment to remove the stairs and other foundation remnants in the Dove Creek west area with minimal impact?

ANSWER #15

Some types of equipment can be used, E.G. powered hand tools, but heavy machinery will not be permitted.

QUESTION #16

For Ingress and Egress, can we use ATVs or UTVs with light weight trailers in any areas?

ANSWER #16

ATVs or UTVs are not permitted within the Florida Keys WEA.

FWC SOLICITATION ADDENDUM 5

QUESTION #17

Has any testing been performed for asbestos containing waste, such as roofing material or transite?

ANSWER #17

No.

QUESTION #18

Has FWC identified any regulated waste in any areas?

ANSWER #18

No known regulated waste has been identified, however it is unknown what may be uncovered when work begins.

QUESTION #19

Does FWC have any secured parking area for contractor equipment?

ANSWER #19

No.

QUESTION #20

Has FWC identified any footprint staging areas for waste consolidation?

ANSWER #20

No. FWC will not provide a site for waste consolidation.

QUESTION #21

If during the course of the project regulated waste is found, where will generator store the waste until profile is approved by TSDF?

ANSWER #21

FWC does not have a site available for storage.

QUESTION #22

How will FWC manage remediation of soils where asbestos or other regulated waste spills?

ANSWER #22

Remediation of soils will be addressed outside of the scope of this ITB. The contractor shall notify FWC immediately of any suspected sites requiring remediation of soils.

FWC SOLICITATION ADDENDUM 6

QUESTION #23

Please provide photographs of the house foundation you wish to have removed. Will a demolition permit or any other permit be required for this?

ANSWER #23

FWC does not have a photograph of this site. Bidders must inspect each site in person. No permit is required.

QUESTION #24

Will heavy equipment be permissible for any portion of this work?

ANSWER #24

No.

QUESTION #25

Per FOIA, please provide documentation from previous expenditure on this type of project including shipping paperwork, costs, and photographic documentation.

ANSWER #25

See attached quotes at the end of this addendum for the most recent debris removal projects on the sites.

QUESTION #26

During the job walk at Sugar Loaf East, the attendees were told the only cleanout would be twenty feet in both directions from the edge of the road into the heavy mangrove area. This would amount to between 3.5 to 4.8 acres, not 9 acres the bid price indicates for Sugar Loaf East. Is this the case for the other sites as well where the acreage is very much overestimated for actual clearing requirements? And if so, can FWC revise the numbers to indicate more closely what acreage is required for traversing and clearing per site?

Second example of this line of questioning is Winn-Dixie project. There is an estimated 5 acres, but what portion of this 5 acres will be cleared from debris? Snake creek is 27 acres, but what portion of this 27 acres will actually be cleared from debris?

ANSWER #26

The acreage listed on the price sheet is correct for all sites. Shapefiles with the exact boundary of each site will be provided to the awarded Contractor.

FWC SOLICITATION ADDENDUM 7

QUESTION #27

How will out of scope packaging, transportation and disposal items be defined?

ANSWER #27

Bid prices shall be inclusive of all costs associated with the scope of work.

QUESTION #28

Are there any schedule requirements for start, finish, or per site?

ANSWER #28

The projected completion date for all sites is prior to June 30th, 2024. Once work begins all work shall continue until all sites have been completed with no significant delays or interruption.
