About this file

This document is an addendum to an Invitation to Negotiate (ITN) issued by the Florida Department of Agriculture and Consumer Services, Division of Food, Nutrition and Wellness (FDACS) for marketing, media planning, and media buying services to support the state's child nutrition programs. The ITN seeks to increase awareness and participation in programs such as the Summer Food Service Program, National School Lunch Program, School Breakfast Program, Fresh Fruit and Vegetable Program, and Healthier US School Challenge Initiative. The addendum provides clarification on the scope of work, including that creative and outreach efforts will be solicited under a separate contract. It also confirms the period of performance is from January 3, 2023 to April 18, 2023, with potential for additional annual contracts through September 30, 2025. The total annual budget for all campaigns is $1,000,000.

The current incumbent on the contract is Moore Communications. The Department intends to make a single award, though the creative services contract will be a separate ITN. Funding for the programs is on an annual basis, and the marketing plans should address all child nutrition programs, not just the Summer Food Service Program. The Department will need separate budgets for different target languages, including English, Spanish, and Creole.

ADDENDUM 1

TO: VENDORS

FROM: CARMELITA GRAHAM, PURCHASING DIRECTOR

RE: INVITATION TO NEGOITATE NO. ITN FNW 21 22 59

MEDIA PLANNING AND BUYING

This addendum is to provide answers to questions received in reference to this invitation to negotiate.

Question / Answer

1. Can you provide the annual budget for this campaign?

The annual budget for all campaigns (Summer, NSLP, F2S) was $1,000,000.

2. Can you provide flight dates for the campaign?

The flight dates vary by program, but there are campaigns running throughout the year.

3. On page 3 it reads, “Creative and outreach efforts are not part of this ITN and will be included in a separate solicitation/resulting contract.”. In TAB C Past Performance/References reads, “The Respondent shall provide a detailed narrative of prior relevant experience conducting similar outreach and creative design projects.” Will TAB C be reworded?

Yes. Deletions are struck through, and additions are highlighted.

TAB C Past Performance/References (25 points maximum)

The Respondent shall provide a detailed narrative of prior relevant experience conducting similar outreach and creative design marketing, media planning and media buying projects. This narrative must include at a minimum, three (3) projects performed of a similar size and scope completed within the last five (5) years.

The Respondent shall provide names, addresses, phone numbers and email contacts of the three

(3) customers for whom the Respondent have identified in this narrative on the References/ Past Performance form (Attachment B). The Department reserves the right to contact each customer reference to verify the information provided and validate the performance of the Respondent.

References must be current or former clients of the Respondent. The Department will not accept subcontractor/proposed personnel or personal references of a member of the Respondent as a substitute for customer references. Past performance with the Department will constitute a reference, whether listed or not, and will be used by the Department to determine the respondent's ability to perform services similar to those described in this ITN in a satisfactory manner. Unsatisfactory past performance with the Department will result in rejection of the ITN.

4. Tab D, Project Management Plan: Should the project management plan we provide be specific to the Summer BreakSpot Consumer campaign only? Or the comprehensive scope of work?

It should include the comprehensive scope of work

5. Tab D, Technical Proposal, Item 1 (marketing plan): Should the proposed marketing plan focus on Summer BreakSpot only? If so, what is the associated timeline to be in market and budget we should work against?

The Marketing plan should include all programs, not just Summer Breakspot.

6. Tab B items 2 and 3 (statement of qualifications), would it be possible to provide three examples of previous campaigns touching on them both from a marketing experience and media planning and buying experience standpoint? Or do we need three separate marketing experience and three separate media planning and buying experience examples?

They can be combined, but the media planning and buying experience needs to be explicitly noted and explained.

7. Can you please confirm the period of performance for the campaign? On pg. 5 of the RFP, it states that the timing is from January 3, 2022- April 18, 2022, however under the Scope of Project, it states that the anticipated timeframe for the contract is from October 1, 2022 to September 30, 2025.

The timing should read “January 3, 2023-April 18, 2023.

8. Under Overview, the RFP describes the State's multiple child nutrition programs; however, under the Current Scope of Work the RFP highlights the Current Project Scope of Work focused on the Summer Food Service Program. In our technical response, should we design a statewide marketing plan to be used for all of the State's child nutrition programs, or should we only prioritize the Summer Food Service Program since funding is available?

It should focus on all child nutrition programs, not just Summer BreakSpot.

9. Should we include the design and execution of all campaigns in our Marketing and Media Planning and Buying Plan's or just the Summer Food Service Program?

It should include all programs, not just Summer Food Service.

10. Does the Department have an understanding of what timeframe funding would be available for the other child nutrition programs?

Funding for all programs is on an annual basis.

11. Will all child nutrition marketing plans be run concurrently or separate if funding is secured?

Some of the campaigns will be run concurrently. Timing is dependent on the program schedules.

12. Does the Department have an allocated budget in mind for the Summer Food Service campaign?

The budget varies by year, and will depend on the needs of the program.

13. Is this a new requirement by the Department? If not, who is the current incumbent on the contract?

The current incumbent is Moore Communications.

14. Will there be one winner for the Project or will there be multiple winners that will need to work together?

The Department intends to make a single award or to make no award, as determined to be in the best interest of the state.

The creative services contract is a separate ITN. In the event that the two contracts are awarded to different entity’s, they will need to work together.

15. Will the campaign have budgeting broken out by target languages (English, Spanish and Creole)?

Yes, it will need to have separate budgets for different languages.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Negotiate. All other terms, conditions and specifications of this Invitation to Negotiate will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at Bids@FDACS.gov.
