About this file
This is an Addendum to an Evaluation Criteria exhibit for a Request for Quote (RFQ) issued by the California Department of Corrections and Rehabilitation (CDCR), Office of Correctional Safety (OCS), for an unmanned aircraft system (UAS). Addendum 1 notifies potential bidders of changes to the original Exhibit A, specifically to the Scope of Work sections C.2 items i through v on pages 2 and 3, as well as modifications to Exhibits A-1 and A-2. The RFQ seeks a complete UAS starter kit that includes the aircraft, three batteries, charging cables, a thermal infrared camera, carrying case, and controller. The aircraft must meet strict specifications including dimensions of 31" x 25" x 5" to 32" x 26" x 6" when unfolded, weigh less than five pounds, provide a minimum 35-minute flight time, operate in harsh weather conditions with an IP55 rating, reach speeds up to 45 miles per hour, and launch from metallic surfaces without magnetic interference.
The thermal camera must feature a 200-degree gimbal travel with 90-degree upward and 110-degree downward range, 640x512 thermal resolution with radiometry, and the capability for vertical imaging. The controller must be ruggedized with up to five hours of continuous operation, a 1750 NITS integrated screen with IP54 rating, integrated sunshade, HDMI and USB-C ports, and include a spotlight capable of illuminating targets over 100 feet away, a speaker system, infrared night vision filter, and strobes visible up to five statute miles. The software must support 2D and 3D mapping without GPS or internet connectivity, onboard modeling capabilities, planar scanning, multi-battery mapping, 3D flight planning on all axes, and Remote ID compliance. Required deliverables include comprehensive operation manuals, a one-day virtual onboarding course for two participants, and a minimum four-day in-person Tactical UAS Instructor course for two law enforcement participants. Technical support must be available seven days per week from 6:00 a.m. to 6:00 p.m., and all hardware, accessories, software, and updates must be manufactured and developed in the United States. A three-year warranty on the airframe and cellular refresh warranty are included, with extended warranties effective for the full period of performance.
