About this file

This addendum to the City of Social Circle's bid documents modifies the contract requirements for the Dove Landing Phase 1 Milling and Paving Project, located off Vine Circle in Social Circle, Georgia. The project scope includes milling and paving operations with a 2-inch asphalt thickness, up to 500 cubic yards of subgrade removal and replacement as an allowance item, 2,100 linear feet of permanent grassing for disturbed areas, concrete driveway cut and repair work, and concrete curb and gutter replacement as needed. Formal bids were due on October 15, 2026, at 2:30 p.m. local time at City Hall (166 North Cherokee Road, Social Circle, GA 30025), with bid opening and public announcement of respondent names scheduled for 2:40 p.m. that same day. The questions deadline was October 8, 2026, at 2:30 p.m., directed to Natalie Pifer at Precision Planning, Inc. The City indicated award decisions would be made within 45 days of bid opening, with construction anticipated to begin this season following a preconstruction meeting scheduled after City Council approval. Twenty-one contractors received plan holder notifications including Matthews Development, CSTE Inc., Allied Paving Contractors, SouthEast Pavement, Southland Paving, ER Snell, MHB Paving, Blount Construction, Sunbelt Asphalt, and others.

Required bid documents include a Bid Form, Contractor Affidavit, and Bid Bond equal to 5% of the total bid amount, with performance and payment bonds required at 100% of contract price upon award. The addendum clarifies that subgrade removal and replacement work occurs after the initial 2-inch milling unless existing pavement exceeds 2 inches, in which case deep patching to 4 inches may be authorized; the contractor must roll test the pavement subgrade post-milling and coordinate with the City and Engineer regarding findings. Asphalt repair work shall be 9.5mm Superpave Type 2, and concrete driveway repairs require minimum 5-inch thick 3000 psi concrete per GDOT Standard Spec 430. The contractor may utilize sod installation in lieu of seeding with prior written authorization from the City. A standard 1-year warranty period applies from contract completion, and the City will consider contract time extensions for unforeseen delays beyond the contractor's reasonable control with proper documentation and written approval. Bid bonds may be submitted as email copies, and informational Certificates of Insurance are acceptable at bid time, with formal proof of insurance naming the City as additional insured required post-award. Spoil materials and millings may be retained by the City at a designated yard location (550 Fairplay Drive, Social Circle, GA 30025) or disposed of by the contractor at their expense, to be determined during the preconstruction meeting.

City of Social Circle Dove Landing Phase 1 Milling and Paving ADDENDUM NO. ONE (1) E18-230S | Addendum No. 1 dated 10/9/2026 Page 1

ADDENDUM NO. ONE (1)

Date: October 9, 2026 Engineer’s Project No. E18-230S

PROJECT: City of Social Circle Dove Landing Phase 1 Milling and Paving

Client: City of Social Circle

This Addendum forms a part of the Contract Documents and Construction Drawings and modifies the original Bid Documents for the above referenced project. Total pages of this addendum is five (5) pages.

The following items shall take precedence over the specifications for the above named project and shall become a part of the contract documents.

Questions

Q1. Where is the 500 CY of Subgrade Removal and Replacement planned to be used? After inspecting the roads, I did not see any areas that would require such extensive remediation.

A1. This quantity is provided to the Contractor as an allowance. The city anticipates some amount of subgrade removal and replacement. Contractor shall roll test the pavement subgrade after milling and identify what areas require subgrade replacement.

Q2. Where is the 2100 LF of permanent grassing intended to be used? Since this is a mill and inlay project with curb and gutter, it's unclear where this would be used.

A2. Grassing quantity is provided to reseed any grassed areas along the curb/edge of paved areas disturbed by construction or as directed by the city.

Q3. What is the current thickness of the existing asphalt?

A3. Unknown. Contract milling and repaving is for 2-inch thickness.

Q4. Is there GAB under the existing asphalt, or is it dirt/subgrade?

A4. Unknown. Contractor shall investigate as part of construction and report findings to City.

Q5. Estimated start date?

A5. Preconstruction meeting will be scheduled following Council approval.

Q6. Any special bond forms or can we use the standard bond forms or carrier forms?

A6. Use standard bond forms or carrier forms.

Q7. Liquidated damages?

A7. See bid documents under PROJECT SPECIFICATIONS AND INSTRUCTIONS.

E18-230S | Addendum No. 1 dated 10/9/2026 Page 2

Q10. Can we leave a milled surface overnight? If so, how many days do we have to cover the milled surface?

A10. Contractor shall sequence work to minimize time of milled surface being exposed to elements. A maximum of three (3) calendar days between milling and resurfacing will be allowed unless milled surface is not suitable for vehicular traffic. In such a case, Contractor will immediately coordinate with City and Engineer to determine a solution.

Q11. Please confirm the documents we will need in our bid packet are limited to: Bid Form, Contractor

Affidavit, and Bid Bond.

A11. Confirmed.

Q12. If the Owner allows, can we use the Sod installation in lieu of seeding given the time of year this project may fall in?

A12. Contractor will need to have written authorization from City prior to any installation.

Q13. Please confirm that no bid amounts will be read aloud at bid opening.

A13. Bid amounts will be read aloud.

Q14. We understand that the Non-Collusion Affidavit is required only from subcontractors and not from the prime contractor. If this is correct, could the City please provide the required subcontractor Non-Collusion Affidavit form?

A14. Contractor Affidavit (page 6) is required by to be completed and submitted with bid by prime contractor. Subcontractor affidavits will be completed by the awarded bidder.

Q15. The bid documents indicate that the City is to be listed as the Certificate Holder on the Certificate of

Insurance. Is the COI with the City listed as Certificate Holder required to be submitted with the bid, or is it only required after the contract is awarded? If it is not required at the time of bidding, would an informational/sample COI be sufficient for the bid submission?

A15. Informational COI will be sufficient. Awarded bidder will be required to provide proof of insurance with the City named as additional insured.

Q16. Can you provide more information on what is expected for the "Subgrade removal and replacement" item?

A16. See Question/Answer 1.

Q17. Is the Subgrade Removal & Replacement Item, to take after the 2" milling?

A17. Yes, unless existing pavement thickness is greater than 2”. In such a case, the city would determine if authorizing usage of deep patch milling, 4-inch depth item is applicable. If deep patch item is deemed applicable, subgrade removal & replacement item would apply beyond the initial 4” depth.

Q18. What is the thickness of removal for the Subgrade Removal & Replacement Item?

A18. See Question/Answer 1.

Q19. How thick is the GAB to be for the Subgrade Removal & Replacement Item?

A19. Thickness of GAB to depend on depth of material being removed at a specified location.

Q25. Will the City consider granting extensions to the contract time in the event of unforeseen delays, such as inclement weather & rain?

A25. Yes. The City will consider requests for an extension of the contract time in the event of unforeseen delays that are beyond the Contractor’s reasonable control and could not have been reasonably anticipated at the time of contract execution. Any request for an extension will be evaluated on a case-by-case basis and must be properly documented, with supporting information demonstrating the cause and impact of the delay.
