About this file
This Solicitation Addendum No. 1, issued by the Minnesota Department of Administration Office of State Procurement on August 21, 2026, addresses inquiries submitted for janitorial and housekeeping services at MnDOT D1 Virginia Headquarters. The solicitation requires labor-only daily cleaning services Monday through Friday, with a mandatory pre-proposal meeting scheduled for August 25, 2026, at 10:00 AM. The revised proposal due date is September 3, 2026, at 2:00 PM Central Time. The contract term begins September 15, 2026, through December 31, 2026, with an option to extend up to an additional 36 months in state-determined increments. The facility encompasses approximately 17,000 square feet across multiple departments including State Patrol, Front Office/Construction, Mechanics, Maintenance, Inventory, Traffic/Bridge, Building Maintenance, and Radio Shop areas. The addendum clarifies that a minimum of 3 cleaning employees are required for daily service and identifies eight bathrooms throughout the facility with varying fixtures and configurations.
The addendum provides critical operational and contractual clarifications in response to vendor inquiries. Previous solicitation pricing from February 2023 ranged from $4,700 to $6,543.75 per month, with monthly pricing serving as a weighted evaluation component. Subcontracting is explicitly prohibited under the contract terms. The estimated annual contract value ranges from $60,000 to $70,000, though this figure is non-binding. All equipment, cleaning supplies, and chemicals are provided by MnDOT, with the contractor responsible for employee uniforms, background checks, and insurance costs. Mandatory insurance requirements include Commercial General Liability ($2 million), Commercial Automobile Liability ($2 million), Workers' Compensation (statutory), and Crime Insurance ($10,000 per occurrence). Evaluation criteria include state terms and conditions acceptance (100 points), qualifications (200 points), references (200 points), interview (200 points), and cost detail (300 points), totaling 1,000 points.
