The project does not require prevailing wage compliance. Bid security in the form of bid bonds or certified checks was mandatory for bid consideration. All bids must follow the plans, specifications, and construction management booklet; any variances must be submitted as voluntary alternates with the base bid matching the original documents. Monthly invoices are due to O-A-K by the 20th of each month on AIA forms G702 & G703, with 10% retainage applied until contracts reach 50% completion, after which remaining invoices may be paid in full if requested in writing and approved by the project team. Contractors must provide insurance certificates naming the Owner, Architect, and C.M. as additional insured on a per-project basis, with 30 days cancellation notice required and certificates due 10 days after Notice of Pending Award. Performance and payment bonds and certificates of insurance must be on file prior to receiving progress payments. The project includes a mandatory alternate for water heater replacement and related domestic water and gas piping plus associated electrical work. Construction access must use designated roads only, and all work must maintain strict noise and interaction protocols to minimize disruption to the school's student population.

a. The school serves students with unique developmental, emotional, and sensory needs. For many of the students, changes in their environment, unexpected noises, or unfamiliar faces can cause severe distress, anxiety, or behavioral challenges.
b. To ensure a safe, productive, and respectful environment for everyone during this construction project, all personnel are required to strictly adhere to the following guidelines regarding noise, contact, and student needs.
i. Managing Noise and Sensory Disruptions
1. Schedule Major Disruptions: Any high-impact noise (e.g., drilling into concrete, heavy demolition, loud hammering) must be scheduled in advance with school administration so staff can transition students to safer areas of the building.
2. No Sudden Loud Noises: Avoid shouting, dropping heavy materials unexpectedly, or sounding loud vehicle horns unless it is an immediate safety emergency.
3. Keep Barriers Closed: Ensure all dust and acoustic barriers remain fully closed and secured to minimize both noise bleed and visual distractions.
ii. Interaction and Contact Boundaries
1. Zero Contact Policy: There is to be absolutely no physical contact or verbal interaction with students. Even a well-intentioned "hello" or wave can confuse or disrupt a student's routine.
2. Maintain Distance: If students are moving through hallways or outdoor areas near the construction zone, please step back, halt work temporarily if necessary, and allow them to pass with their educators.
3. Report Concerns Immediately: If a student approaches the construction zone or appears to be unescorted, do not engage them directly. Immediately notify the nearest Pine Grove staff member or school administrator.
iii. Understanding and Respecting Student Needs - Routine and predictability are vital for the student population. The construction project itself is already a major disruption to their daily lives.
1. Do not enter any operational school zones, classrooms, or restrooms unless accompanied by a school escort or explicitly authorized for specific utility work.
2. Secure Tools and Materials: Never leave tools, ladders, wires, or construction debris unattended, even for a moment. Our students may not recognize the inherent danger of these items.
3. Maintain a quiet, professional demeanor. Keep personal music radios at a volume that cannot be heard outside your immediate work area, and refrain from using profanity.
4. Site Constraints
