About this file
This is Addendum 1 to a competitive solicitation issued by Hillsborough County Public Schools (HCPS), Florida, for the procurement of an Instructional Materials Textbook Management Systems (RFP 26113-RFP-DST). The addendum clarifies submission requirements and timelines for vendors responding to the district's request for proposals to replace the expiring Follett Destiny platform. Key dates include technical questions due Friday, March 27, 2026, at 5:00 PM ET, with proposals due Friday, April 10, 2026, at 5:00 PM ET. Vendor selection for final negotiations is anticipated in late spring 2026, with contract award expected in late summer to early fall 2026. The system must serve 236 independent school sites managing approximately 1.7 million instructional materials and textbooks across the district, with implementation commencing in summer 2027. The initial contract term begins July 1, 2027, with automatic yearly renewals contingent on board appropriation, continued need, and contractor performance.
The addendum confirms that pricing must be submitted as a separate document file and not contained within the main proposal response. Vendors may incorporate the Vendor Registration Form, Contracting with Entities of Foreign Countries of Concern Prohibited Affidavit, and SBEP Participation Requirements Form either within the proposal or submit them separately. The district will complete legal review, board approval, and signatures for the selected vendor prior to December 31, 2026, to enable summer 2027 implementation. Small Business Enterprise Program (SBEP) registration is voluntary but recommended, with registered SBEP vendors receiving evaluation points; primary vendors may or may not include subcontractors. All respondents must acknowledge receipt of Addendum 1 with their bid or proposal submission.
