About this file

This is a Notice of Intent to Award issued by Hillsborough County Public Schools (HCPS) in Tampa, Florida, for Request for Proposals 26113-RFP-EST regarding the procurement of an Instructional Materials Textbook Management System. The solicitation was released to 1,747 vendors via VendorLink and 241 vendors via Euna Open Bids, with nine vendors submitting proposals by the April 10, 2026, deadline at 5:00 PM ET. The project scope requires a modern, scalable system to manage approximately 1.7 million instructional materials and textbooks across 236 school sites within Florida's seventh-largest school district. Technical questions were due March 27, 2026, with vendor selection for final negotiations anticipated in late spring 2026 and contract award expected in late summer to early fall 2026. The initial contract term commences July 1, 2027, with automatic yearly renewals contingent on school board appropriation, continued need, and contractor performance. The system must replace the expiring Follett Destiny platform and integrate with district systems including FOCUS student information system, INFOR staff system, and ClassLink single sign-on, with vendors required to provide migration services and demonstrate proven experience serving large K-12 districts with 100 or more school sites.

The evaluation process allocates 100 points across three phases: specifications and scope (25 points), qualifications and experience (30 points), and cost/value (35 points), with up to 10 bonus points available through the Small Business Encouragement Program (SBEP). Minimum qualifications require three years of industry experience, Florida business authorization, E-Verify compliance, three business references, and proof of field-proven, off-the-shelf software currently operational in K-12 environments. Vendors must maintain general liability insurance of $1,000,000 general aggregate and workers' compensation per Florida statute. Pricing must remain firm for no less than three years with any subsequent increases requiring cost justification documentation, and vendors must submit a 10-year cost of ownership spreadsheet. The evaluation committee recommended Concourse Tech Inc. for award with a Phase II score of 76.50 points, followed by Follett Software, LLC at 72.75 points. Two vendors were deemed non-responsive: Insignia Software Corporation for failing to submit a complete bid package and Tennessee Book Company for not providing proof of three years of experience. The Cone of Silence policy prohibits communication regarding the active solicitation between HCPS employees or school board members and any third party until the award is finalized by the school board.
