About this file

This is Addendum No. 1 to a Request for Quotes issued by Augusta County, Virginia, dated March 25, 2026, for moving services related to the relocation of the courthouse to Verona, VA. The addendum supplements the original RFQ #112101-26-01 and clarifies requirements for the June 8-12, 2026 move. Key items to be moved include 15 flat file cabinets, 8 vertical file cabinets, one wooden plat file, a wall plaque (37" H x 25" W x 3" D), a James Baldwin bust (25" H x 22" W x 12" D), a cornerstone with glass encasement (59" H x 30" W x 20" D), and a cornerstone without glass (55" H x 20" W x 13" D). The contractor is permitted to assist the Circuit Court Clerk with packing flat plat files prior to the move week, with background checks required for any employees involved. Additional services include moving a desk, bust, bell, and safe from the Circuit Courthouse prior to June 3, and moving 15 bulletin boards from the Commonwealth Attorney area. The bid due date remains April 2, 2026 at 2 PM, and bidders must acknowledge receipt of the addendum on the bid form.

The addendum addresses multiple clarifications regarding contractor responsibilities and operational procedures. Library carts and moving crates are permitted to remain on site beyond the standard 24-hour equipment removal requirement. The County will provide IT support for disconnecting and reconnecting computer and electronic equipment through Supreme Court IT, Department of Juvenile Justice IT, and County staff; the contractor bears no responsibility for this work. Large boxes for computer equipment may be dropped off May 11-15. Building protection is required only at the new location. Work hours shall be coordinated with the Assistant County Administrator, preferably between 8 AM and 7 PM, with weekend work permitted June 6-7 and June 13-14 between 8 AM and 3 PM. The County will supply colored labels matching floor plans in Appendix A; contractors need not provide labels. Prevailing wage is not required. Bidders must provide individual project totals for three required references rather than combined contract amounts.

The following information supplements, modifies, deletes from, or adds to the original RFQ. Bid Due Date and time remains the same. Notice is hereby given that this addendum has been posted in full on the project’s solicitation page of the Augusta County website and eVA.

General Clarifications

1. As indicated during the viewing, attached is a picture of the wall plaque that was not pointed out during the walk through. This is to be moved.

Verona, VA 24482-0590

Phone: 540-245-5741 * Fax: 540-245-5742

2. Fifteen (15) bulletin boards have been added to be moved from the Commonwealth Attorney area.

3. We are requesting the desk, bust, bell and safe in the Circuit Courthouse be moved prior to June 3.

4. The contractor is permitted to assist the Circuit Court Clerk with packing of flat plat files prior to the week of the move, provided that dates are established ahead of time and agreed upon by the contractor and County. The contractor is responsible for minimizing impact to Circuit Court Clerk operations and must not impede public access to the building or file rooms.

Circuit Court Clerk staff will advise on the location(s) for temporary storage/staging of files that are packed early. Background checks must be provided ahead of time for any contractor employees that will be assisting with these packing efforts.

Phone: 540-245-5741 * Fax: 540-245-5742

ii. Width: 22”

iii. Depth: 12”

Question 2: I was informed yesterday that we would be able to park a truck off the road so we don’t impede access for local businesses on Barristers that is designated for court employees to access the moving of the basement files for records, is that correct?

Response: Yes.

Question 3: In line item 17 of the general requirements of the RFP it states “Vehicles and equipment used by the Contractor shall not be left on site more than 24 hours after completion of activities, unless approved by the Assistant County Administrator. The County will not be responsible for equipment left unattended”. Can this be amended as we will need to leave the library carts and moving crates before the move begins and after the completion of the move, so court employees have time to pack/load and unpack/unload that equipment?

Response: Library carts and moving crates are permitted to be left on site for more than 24 hours after completion of activities. Carts and crates are excluded from the “equipment” referenced in item 17 of the General Requirements of the RFQ.

Question 4: Who is responsible for disconnecting and reconnecting all computer and electronic equipment?

Response: It varies depending on the department, but will consist of Supreme Court IT, Department of Juvenile Justice IT, and County staff. The moving contractor will not be responsible for disconnecting or reconnecting computer and electronic equipment.

Question 5: The RFP states that the contractor will bring large boxes on move day for computers and related equipment, but county employees will pack and unpack them and the mover will move them, correct?

Response: The Contractor may drop off large boxes for computer and related equipment May 11-15 with the carts and other boxes as indicated in the RFQ.

Contractors do not need to wait for the day of the move.

Question 6: Will building protection be needed at the original location?

Response: No, only at the new location.

Question 7: For the three references that are required is it the total quoted amount of the contract for all 3 project referenced or do you want individual totals for each project?

Verona, VA 24482-0590

Phone: 540-245-5741 * Fax: 540-245-5742 Response: Individual totals for each project.

Question 8: There are many common areas and file rooms that need an extensive amount of packing, how much if any assistance other than the Circuit Court Clerk records main level flat book area and basement will be required by the contractor?

Response: No additional packing assistance is anticipated for other departments besides the Circuit Court Clerk.

Question 9: Are the counts given in the RFP for filing cabinets and flat plat file cabinets accurate?

Response: Verified there are 15 flat file cabinets (ES01-ES15) and 8 vertical file cabinets (ES01). There is also a wooden plat file on the main floor that will be moved and was shown during the mandatory meeting.

Question 10: The flat plat files in the basement will need to be emptied to be moved as they will have to be tipped for removal from the basement, will the contractor need to pack and unpack the flat files?

Response: If the plats cannot be moved with the plats in them, by securing the drawers, then the contents will need to be boxed. We would like the contractor to supply the boxes and pack them appropriately and label the boxes for the move. Some plats are very old and need to be properly handled. Staff can unpack the boxes.

Question 11: In order to perform a more organized relocation the contract will supply labels color coded the same as the floor plans in Appendix A states but will ask that our labels are used and placed on every item, box and cart, and that the location (room, floor) is clearly written on those labels so everything will be placed properly in their final location, is that agreeable by the county?

Response: The County has already supplied colored labels to each department. Some departments have already labeled a significant of boxes and it would not be practical for them to start over with a new system. Carts and boxes provided by the contractor will have labels applied to them once the carts and boxes are delivered in May. The contractor does not need to provide labels.

Question 12: Is prevailing wage a part of this RFP?

Response: No.

Question 13: What are the start and end times that the contractor will be able to perform moving services?

Verona, VA 24482-0590

Phone: 540-245-5741 * Fax: 540-245-5742 Response: Work times shall be coordinated with the Assistant County Administrator.

Work times are preferred to be between 8 AM and 7PM. Other times may be considered and must be coordinated with the Assistant County Administrator.

Question 14: Will the contractor be able to perform services the weekend before and/or after the dates stated in the RFP to complete the relocation?

Response: Work may be performed on the weekends of June 6 and 7, and 13 and 14 between the hours of 8 AM and 3 PM. If work is preformed June 13 and 14, only archived files can be moved, as the Courts are scheduled to be open on June 15, and staff needs time to settle.
