About this file
This is an addendum to RFP 2018-0019 for a State Forest State Park Yurt & Hut concession opportunity issued by the State on July 23, 2018. The RFP seeks a concessionaire to operate yurts and huts at a state forest location. The addendum clarifies three critical questions regarding the transition from the current concessionaire to a new operator. The document addresses the handling of reservations booked beyond the current contract expiration date of October 1, 2018, establishing that Never Summer Nordic management will either refund customer fees in full and cancel reservations or transfer the complete reservation list and collected fees to the incoming concessionaire if agreed upon.
The addendum confirms that the existing infrastructure and contents are valued at $300,000, a figure provided by the current concessionaire based on their 2014 appraisal. The document clarifies that an April 17, 2018 amendment to the current contract eliminated Section 36 in its entirety, which previously required successor contractors to purchase selected improvements at fair market value as determined by independent appraisal. This elimination explains why the current RFP process does not require this appraisal-based purchase provision for incoming bidders.

State Forest State Park Yurt & Hut RFP-Addendum #1
Hello all, Although we are past the deadline for questions and answers, we have additional information for you that may be useful in crafting your proposals.
Question 1: How will payments made to the current concessionaire for reservations at the yurts and huts after October 1, 2018 be handled? Will payments be transferred to the new concessionaire who will then host/service those customers?
Answer 1: Reservations are not supposed to be booked past the current expiration date of a concessionaire's contract. However, if this has occurred, it will be the responsibility of Never
Summer Nordic management to either refund 100% of the client's fees and cancel the reservation, or to provide a complete list of reservations to an incoming concessionaire along with 100% of the fees collected, if the new concessionaire agrees.
Question 2: How did the State arrive at $300,000.00 for the existing infrastructure and their contents?
Answer 2: The current concessionaire provided the State with the $300,000.00 value along with the information from their 2014 appraisal. The State has no further information apart from the information provided in Exhibit 2 of the Q&A.
Question 3: Section 36 of the current contract (Exhibit 1 of the Q&A) states “the State may require a successor contractor, as a condition of granting of the concession, to purchase from the Contractor selected improvements and pay fair market value therefor as determined by a qualified, independent appraiser selected by the Contractor and successor Contractor and approved by the State.” Why is this RFP process not following that provision?
Answer 3: The Contract was amended on April 17, 2018 eliminating Section 36 in its entirety. The amendment is posted as Exhibit 1-A.
