About this file
This document is an Addendum issued by the Florida Department of Transportation (FDOT) for an Invitation to Bid (ITB) on Landscaping and Grounds Maintenance Services for FDOT's District Seven Headquarters. The addendum includes changes to the Special Conditions, specifically the criteria for intended award in the case of identical pricing or scoring from multiple vendors. It also revises the Bid Sheet (Exhibit "C") to add line items for materials to perform additional services. The solicitation has an opening date of April 18, 2024, and is for a 3-year contract term from July 1, 2024, through June 30, 2027.
The addendum provides technical questions and answers related to the solicitation, including clarification on the pricing for mulch and plants as additional services. The contract opportunity is open to registered vendors in the State of Florida's MyFloridaMarketplace system, and requires proper licensing for the services being provided. The contract will be subject to the MFMP Transaction Fee, and the vendor must comply with Title VI of the Civil Rights Act of 1964 and other nondiscrimination statutes.

FLORIDA DEPARTMENT OF TRANSPORTATION
ADDENDUM NO.: 1 DATE: 4/12/2024
RE: ITB#: DOT-ITB-24-7018-EG
ITB TITLE: LANDSCAPING AND GROUNDS MAINTENANCE SERVICES FOR
DISTRICT SEVEN HEADQUARTERS.
OPENING DATE: April 18, 2024
Notice is hereby given of the following changes to the above-referenced ITB:
1. CHANGE: SPECIAL CONDITON 7, INTENDED AWARD: To add language in red font.
7) INTENDED AWARD
The Department intends to award this contract to the responsive and responsible bidder that submits the lowest responsive bid for the services defined under Section II, B, Specific Services, of Exhibit “A”, Scope of Services for the original term of the contract (July 1, 2024, through June 30, 2027). If the Department is confronted with identical pricing or scoring from multiple vendors, the Department shall determine the order of award using the following criteria, in the order of preference listed below (from highest priority to lowest priority):
1. Section 295.187(4), F.S.; Veteran Business Enterprise
2. Section 287.087, F.S.; Drug Free Workplace
3. Section 287.057(11) F.S.; Minority Business Enterprise
In the event that the application of the above referenced preferences does not resolve the identical bids, the Department shall determine the award by means of random drawing.
2. REVISION: EXHIBIT “C”, BID SHEET: To add line items for materials to perform additional services as defined in Section C of Exhibit “A”, Scope of Service.
3. TECHNICAL QUESTIONS AND ANSWERS:
1) Question: I wanted to submit the question I had in the meeting. We talked about the mulch and planting as additional services would be quoted on an hourly basis and then we would submit the cost of mulch/plants plus 10%.
Answer: Please refer to Addendum #1, Section 2 (above).
Bidders must acknowledge receipt of this Addendum by completing and returning it to the Procurement Office, by no later than the time and date of the bid opening. Failure to do so may subject the bidder to disqualification.
