About this file

This Addendum 1, issued October 24, 2019, by the City of Madison Finance Department Purchasing Services, provides clarifications to the Biodigester Feasibility Study solicitation (8819-0-2019-BO). The addendum addresses four key questions from prospective bidders regarding project participation, submission requirements, and eligibility criteria. Electronic copies of proposals must be received by the original stated deadline, while hard copies may arrive later in the week no later than Wednesday, November 13, 2019, due to Veterans Day postal delays on November 11. Bidders are informed that participation in the feasibility study will not preclude them from bidding on any potential full-scale digester construction project that may follow.

To receive local business credit, companies must be registered as a local business in Madison. All bidders are required to acknowledge receipt of this addendum on RFP Form B, Receipt Forms and Submittal Checklist. Questions should be directed to Brittany O'Donnell, City of Madison Purchasing Services, at (608) 243-0529 or bodonnell@cityofmadison.com.

RE: ADDENDUM 1

8819-0-2019-BO

Biodigester Feasibility Study

Notice to All Bidders:

Please note the following responses to the questions received:

Question 1: By doing the feasibility study will we be precluded from bidding on the design and construction of the full scale facility?

Answer 1: By bidding (or performing, if so selected) this feasibility study, you would not be excluded from bidding on any potential digester build.

Question 2: Are both hard copies as well as electronic copies required, and at the same time?

Answer 2: Ideally, yes, they would arrive at the same time. But the holiday (Veteran’s Day) does complicate things.

Question 3: Given that November 11th, 2019, is Veterans Day and there will not be mail delivery, can the Proposal Due Date be changed to later that week?

Answer 3: Electronic copies of the proposals must be received by the stated deadline. The paper copies can arrive later in the week due to the holiday and the related postal delays that could cause. The hard copies should arrive no later than Wednesday, November 13.

Question 4: Do responding companies need to be registered as a local business in Madison?

Answer 4: In order for companies to receive credit for being a local business, yes, they would need to be registered.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
