About this file
This is Addendum 1 to a Request for Bids issued by the City of Madison, Wisconsin Finance Department Purchasing Services for a golf cart fleet lease serving four municipal golf courses: Odana, Yahara, Monona, and Glenway. The addendum clarifies specifications and quantities for the fleet, which includes gas-powered golf carts, utility vehicles, and beverage carts. Bidders were required to acknowledge receipt of the addendum on RFP Form B and related submittal documents. The addendum addresses critical discrepancies in the original solicitation, including confirmation that Form D specifications take precedence over the RFB document for fleet quantities and modifications to equipment specifications such as gas-level indicator placement and battery fill system requirements for gas vehicles.
The addendum modifies the year specification for pricing in 2022 from 2020 or newer to 2016 or newer golf carts, broadening acceptable equipment options. Key clarifications include confirmation that the City does not own previous golf carts and cannot provide them as trade-ins, that no buyout or balloon payment options exist in the lease structure, and that the current utility vehicle model in use is the Yamaha YTF2A17. The previous lease (Bid 8570-0-2016-BO) awarded to Harris Golf Cars is referenced as a comparison, with pricing examples showing monthly unit rates of approximately $74.48–$85.03 and annual per-unit costs ranging from $670.32 to $765.27 depending on the lease term selected (three or four years). Questions regarding lease structure, vehicle specifications, and fleet quantities were addressed by Brittany Garcia, City Purchasing contact.

RE: ADDENDUM 1

Golf Cart Fleet Lease for City of Madison Golf Courses
Notice to All Bidders:
Please note the following responses to the questions received:
Question 1: Are the current/previous golf cars that have been used in 2021 and previously available as Trade Ins? No.
a. Does the City of Madison own these golf cars outright? No.
b. With the previous lease, is there a buyout option that could be exercised? If so can you provide details? No, there is not a buyout option.
c. Is there a balloon payment or other type of structure to the lease that would allow golf cars to be purchased? No.
d. Would the City Of Madison provide a copy of the previous lease for review to determine structure and options for quoting the new lease? The previous bid was #8570, with an extension for 2021. The bid summary is attached below.
Question 2: Golf Cart Fleet Specifications
a. Under Golf Car accessories it lists Battery Fill System as an option. This is required normally on Electric Golf Cars but since these are gas vehicles there is not a battery fill system available. Can you clarify if this item is for gas vehicles and if so provide more detail? We need gas vehicles, if the battery does not require a fill system, great!
b. Under Gauges it specifies that the car should have a Gas Level Indicator. Does this need to be a gauge that is located on the dash, or would a gas cap with integrated gauge under the seat be sufficient? The gas cap gauge is sufficient.
c. Under section 2 Utility Vehicles, it calls for a quantity of 7 non-used utility vehicles.
However on Form D the excel spreadsheet it lists a quantity of 10 Utility Vehicles. The amount on Form D is correct for quoting this contract.
d. Can you provide the current model of utility vehicle that is being used? We have various models the meet the requirements you listed and wanted to find out what would be our most comparable vehicle. Yamaha YTF2A17.
Question 3: The RFB document calls for 45 cars at Odana, 90 Cars at Yahara, 25 Cars at Monona & 17 cars at Glenway. This is a total of 177 fleet golf cars.

12/14/2021-Addendum 1.doc
On the excel spreadsheet it lists 140 cars for Odana & Yahara combined and 42 for Glenway & Monona combined. This is a total of 182 fleet golf cars. Can you provide what is correct quantity of golf cars? Please use the quantities listed on Form D for quoting, the quantities within the RFB are the current fleet numbers.
The agency would like to change the Item Description specification on the Pricing for Year 2022. The agency will allow 2016 or newer golf carts, versus 2020 or newer golf carts.
Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
