About this file

This is Addendum 1 to a Request for Proposal (RFP) issued by the City of Madison, Wisconsin Purchasing Services on behalf of Madison Metro Transit for Smart Fare Cards (RFP Number 13010-0-2024-BG). The addendum clarifies procurement specifications and vendor requirements for unlimited ride passes that do not require reload capabilities. The City has identified Masabi as its back office system integrator, with Incomm serving as a subcontractor for reloadable card services under a separate contract. This procurement specifically addresses printed smart fare card versions and dual-technology (proximity and MiFare) options.

The addendum provides technical guidance confirming that vendors may propose any encryption or memory configurations (EV1, EV2, or EV3 with 2K, 4K, or 8K memory options), provided they select the least costly option. For dual-technology cards, MiFare specifications must match baseline single-technology card standards. Vendors are encouraged to submit pricing tiers for various quantities to support procurement flexibility. All bidders must acknowledge receipt of this addendum on RFP Form B and the Receipt Forms and Submittal Checklist. Questions regarding the procurement should be directed to Brittany Garcia, City of Madison Purchasing Services, at (608) 243-0529 or bgarcia@cityofmadison.com.

RE: ADDENDUM 1

Smart Fare Cards

Notice to All Bidders:

Please note the following responses to the questions received:

Question 1: Which vendor do you use for your back office (system integrator)?

Answer 1: Masabi is the vendor.

Incomm is a sub to them and are providing the reloadable cards through that contract. This RFP is only for the unlimited ride passes that don't need reload capabilities.

Question 2: I wanted to inquire about the encryption (ev1, ev2 or 3v3) and memory size (2k, 4k or 8k ) for version 1, 2, 3 and 4 of the printed cards. There are known compatibility issues with migration from ev1 to ev2 and it is recommended to jump from ev1 to ev3 if that is possible.

I ask for the encryption and memory of each version for clarity and to ensure I quote this correctly. I also note the request for dual tech (prox and mifare). Any guidance on quantity for the blank dual tech and what encryption and memory you need (Mifare, I understand the prox spec) would be helpful.

Answer 2: Any of the encryption or memory configurations are allowable. Vendor should propose the least costly option.

For the dual tech options, the MiFare specs should be the same as the baseline single-tech cards. For quantities, vendors are encouraged to provide pricing tiers for various quantities.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
