About this file

This Addendum No. 1, dated November 5, 2025, modifies Invitation to Negotiate (ITN) No. DOT-ITN-26-7003-EG issued by the Florida Department of Transportation for District-Wide Real Estate Appraisal and Valuation Services. The ITN opening date is November 12, 2025. The amendment updates Special Condition 23 to establish an eight-step competitive negotiation process. In Step 1, interested vendors must submit a Qualifications Questionnaire and a Preliminary Price Proposal or Pricing Scheme to the Procurement Agent by the deadline specified in the timeline. Step 2 involves a public meeting of the Technical Review Committee (TRC), composed of at least three members, to evaluate initial replies and select a shortlist of vendors best meeting departmental requirements. Step 3 requires each shortlisted vendor to meet individually with the TRC to negotiate price proposals and discuss any issues or concerns; these negotiation sessions are not open to the public and will be recorded. Steps 4 through 8 outline the evaluation, selection, and award process, including individual written evaluations by TRC members, a public meeting to review evaluations and make final selection, preparation of a plain statement explaining the selection basis and value to the state, posting of the intended award in accordance with law and rule, and execution of the contract with the selected vendor.

Repliers must acknowledge receipt of this Addendum by completing and returning the acknowledgment form to the Procurement Office no later than the reply opening date and time, with failure to do so potentially resulting in disqualification. The Procurement Agent is Enrique Garcia. No specific pricing terms, set-asides, incumbent information, or funding amounts are detailed in this addendum. Vendors are advised that the Department reserves the right to finalize negotiations at any point in the process if such selection would serve the best interests of the State.

FLORIDA DEPARTMENT OF TRANSPORTATION

ADDENDUM NO.: 1 DATE: 11/5/2025

RE: ITN#: DOT-ITN-26-7003-EG

ITN TITLE: DISTRICT-WIDE REAL ESTATE APPRAISAL AND VALUATION SERVICES

OPENING DATE: November 12, 2025

Notice is hereby given of the following changes to the above-referenced ITN:

1. CHANGE: SPECIAL CONDITION 23) PROPOSED NEGOTIATION PROCESS

To update language in Special Condition 23, Proposed Negotiation Process.

Updated language is below.

The Department intends to negotiate concurrently with competing vendors, as set out below. The participating vendors should be cognizant of the fact that the Department, upon completion of each step, reserves the right to finalize the negotiation process at any time in the proposed process that the Department determines such selection would be in the best interest of the State. Replies should be prepared to provide a straightforward, concise description of the vendor’s ability to meet the requirements and to allow the Department to properly evaluate the vendor’s reply.

Step 1) Interested vendors must submit the following to the "Procurement Agent" identified on the cover page by the date, time and location in the Timeline:

- Qualifications Questionnaire - with additional sheets as needed to address and respond to all questions completely (see Special Condition 9)

- Preliminary Price Proposal or Pricing Scheme

Step 2) There will be a public meeting of the TRC, composed of at least three members, for the purpose of evaluating the initial replies received timely and selecting the shortlist of vendors that best meet the requirements of the Department and are reasonably susceptible of award. The TRC will complete a written summary evaluation of each vendor's response to the criteria addressed in the Qualifications Questionnaire (see Special Condition 9) to determine the shortlist of vendors to proceed to Step 3 in the competitive negotiation process.

The public meeting will be held at the date, time and location in the Timeline. The shortlist selection of vendors that best meet the requirements of the Department will be posted in accordance with law and rule (See Special Condition 24).

Step 3) Each participating vendor will be scheduled to meet with the TRC to review and negotiate both the vendor’s price proposals and discuss any issues or problems. Negotiation sessions are not open to the public and all negotiation sessions will be recorded by the Department.

Step 4) Each individual on the TRC will complete a written summary evaluation of each vendor’s capabilities, prior relevant experience, and price proposal.

Step 5) There will be a public meeting of the TRC at the date, time and location in the Timeline to review the individual summary evaluations to make a final selection.

Step 6) After making the final selection, the TRC will write a short plain statement for the procurement file that explains the basis for vendor selection and how the vendor's deliverables and price will provide the best value to the state.

Step 7) The intended award will be posted in accordance with law and rule (see Special Condition 24).

Step 8) The Department will contract with the selected vendor.

Repliers may acknowledge receipt of this Addendum by completing and returning to the Procurement Office, by no later than the time and date of the reply opening. Failure to do so may subject the replier to disqualification.
