About this file

This addendum to an Invitation to Negotiate (ITN) is issued by the Florida Department of Transportation for District-Wide Real Estate Appraisal and Valuation Services under ITN #DOT-ITN-26-7003-EG. The addendum, dated November 5, 2025, updates Special Condition 23 regarding the proposed negotiation process. The ITN opening date is November 12, 2025. Interested vendors must submit a Qualifications Questionnaire with additional sheets as needed and a Preliminary Price Proposal or Pricing Scheme by the specified deadline to the identified Procurement Agent, Enrique Garcia. The negotiation process consists of eight sequential steps: initial vendor submissions, a public Tender Review Committee (TRC) meeting to select a shortlist of qualified vendors, individual negotiation sessions with shortlisted vendors (which are recorded but not open to the public), individual written evaluations by each TRC member, a public TRC meeting to review evaluations and make a final selection, a written justification statement explaining the selection basis, posting of the intended award, and contract execution with the selected vendor. The Department reserves the right to finalize the negotiation process at any step if deemed in the State's best interest.

Repliers must acknowledge receipt of this addendum by completing and returning the acknowledgment form to the Procurement Office by the reply opening date and time, or face potential disqualification. The TRC will evaluate vendors based on their responses to the Qualifications Questionnaire criteria, prior relevant experience, capabilities, and price proposals. The shortlist selection and intended award will be posted in accordance with applicable law and rule, with posting details referenced in Special Condition 24. Vendors are cautioned that failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to post required bond or security within the allowed timeframe will constitute a waiver of proceedings under Chapter 120, Florida Statutes.

FLORIDA DEPARTMENT OF TRANSPORTATION

ADDENDUM NO.: 1 DATE: 11/5/2025

RE: ITN#: DOT-ITN-26-7003-EG

ITN TITLE: DISTRICT-WIDE REAL ESTATE APPRAISAL AND VALUATION SERVICES

OPENING DATE: November 12, 2025

Notice is hereby given of the following changes to the above-referenced ITN:

1. CHANGE: SPECIAL CONDITION 23) PROPOSED NEGOTIATION PROCESS

To update language in Special Condition 23, Proposed Negotiation Process.

Updated language is below.

The Department intends to negotiate concurrently with competing vendors, as set out below. The participating vendors should be cognizant of the fact that the Department, upon completion of each step, reserves the right to finalize the negotiation process at any time in the proposed process that the Department determines such selection would be in the best interest of the State. Replies should be prepared to provide a straightforward, concise description of the vendor’s ability to meet the requirements and to allow the Department to properly evaluate the vendor’s reply.

Step 1) Interested vendors must submit the following to the "Procurement Agent" identified on the cover page by the date, time and location in the Timeline:

- Qualifications Questionnaire - with additional sheets as needed to address and respond to all questions completely (see Special Condition 9)

- Preliminary Price Proposal or Pricing Scheme

Step 2) There will be a public meeting of the TRC, composed of at least three members, for the purpose of evaluating the initial replies received timely and selecting the shortlist of vendors that best meet the requirements of the Department and are reasonably susceptible of award. The TRC will complete a written summary evaluation of each vendor's response to the criteria addressed in the Qualifications Questionnaire (see Special Condition 9) to determine the shortlist of vendors to proceed to Step 3 in the competitive negotiation process.

The public meeting will be held at the date, time and location in the Timeline. The shortlist selection of vendors that best meet the requirements of the Department will be posted in accordance with law and rule (See Special Condition 24).

Step 3) Each participating vendor will be scheduled to meet with the TRC to review and negotiate both the vendor’s price proposals and discuss any issues or problems. Negotiation sessions are not open to the public and all negotiation sessions will be recorded by the Department.

Step 4) Each individual on the TRC will complete a written summary evaluation of each vendor’s capabilities, prior relevant experience, and price proposal.

Step 5) There will be a public meeting of the TRC at the date, time and location in the Timeline to review the individual summary evaluations to make a final selection.

Step 6) After making the final selection, the TRC will write a short plain statement for the procurement file that explains the basis for vendor selection and how the vendor's deliverables and price will provide the best value to the state.

Step 7) The intended award will be posted in accordance with law and rule (see Special Condition 24).

Step 8) The Department will contract with the selected vendor.

Repliers may acknowledge receipt of this Addendum by completing and returning to the Procurement Office, by no later than the time and date of the reply opening. Failure to do so may subject the replier to disqualification.
