About this file
Addendum 1 for Bid B-6-25-50 is issued by Brevard County Purchasing Services for a Right-of-Way Maintenance - Mowing contract. The addendum addresses 17 clarifying questions from potential bidders regarding the solicitation, including modifications to pricing units for line trimming, edging, and pruning services. The contract will be for a 5-year term with no renewal options, with an intended start date as soon as possible after meeting pre-service startup requirements. The bid opening is scheduled for Tuesday, April 1, 2025, at 10:00 AM, and the county reserves the right to award the contract based on the best interest, potentially to multiple contractors or a single contractor for both large and small mowing categories.
The addendum confirms that contractors can request annual price increases based on the Consumer Price Index (CPI), subject to written approval by the county representative. No pre-emergent chemicals will be required for weed control, and tree pruning should maintain an 8-foot clearance over sidewalks. A Brevard County Business License is not required for bid submission. The county will not provide a specific budget number, and the contract will be awarded to the lowest, responsive, and responsible contractor for each category. Bidders are directed to previous bid tabulations for reference on VendorLink under Bid numbers B-5-23-07 and B-4-23-38.

CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: Will the use of tractors and bush hogs be acceptable for large scale mowing, if the mowing height of 6”-8” is maintained? Are any of the locations currently being services with a bush hog?
Answer 1: Please refer to page 15, Equipment. No locations are currently being serviced with a bush hog.
Question 2: Would it be easier for the pricing line items for Line Trimming and Edging to be provided per lineal foot, or per mile, rather than per acre? Please consider adjusting since these services are typically done as one pass, or linearly rather than in area.
Answer 2: The unit pricing for Line Trimming and Edging under ANCILLARY SERVICES is revised to Lineal Feet. Please use the provided revised price sheet.
Question 3: Please also consider a similar change in unit of measure for the Pruning on the line-item pricing. Pruning will not necessarily be done on a per acre basis, but more so on a per tree basis or possibly even per hour rate.
Answer 3: The unit pricing for Pruning under ANCILLARY SERVICES is revised to Hourly Rate. Please use the provided revised price sheet.
Question 4: Can you please confirm if the weed control is only in reference to spraying weeds in hardscape areas? That is, there will be no herbicide applications applied to turf?
Answer 4: Please refer to page 17, Weed Control (Large and Small) for additional information, especially items B and E.
Question 5: Can you confirm that the weed control only requires contractors to spray post-emergent herbicide in the detailed areas? No pre-emergent chemicals will be required.
Answer 5: No pre-emergent chemicals will be required.
Please refer to page 17, Weed Control (Large and Small) for additional information.
Question 6: To what height should contractors prune trees along the tree line that are hanging over sidewalks?
Answer 6: Please refer to page 17, Pruning (Small Scale). Staff recommends a clearance of 8 feet over sidewalks.
Question 7: Must contractors submit their Brevard County Business License with their submittal, or can they obtain it upon contract award?
Answer 7: It is not required.
Question 8: Can you please confirm that only tree lines that are hanging over sidewalks or fence lines will need to be pruned?
Answer 8: Please refer to answer 6.
Question 9: Who will be the direct supervisor from the county associated with this contract?
Answer 9: Road and Bridge Superintendents
Question 10: What is the intended start date for the contract?
Answer 10: As soon as possible pending meeting the Pre-Service Startup Meeting requirements, per pages 19-20.
Question 11: In reference to the contract award, While the county reserves the right to award in their best interest, does the county intend to award all work to one contractor, or is the intent to award to multiple contractors? Can a single contractor be awarded both the large and small mowing categories?
Answer 11: Award will be based on the County’s best interest. The intent is to award to the lowest, responsive, and responsible contractor of each category. A single contractor may be awarded both categories.
Question 12: Can you please provide contractors with a budget number to reference?
Answer 12: There is not a budget number to reference. Award will be based on the County’s best interest.
Question 13: Will contractors be allowed to negotiate price increases per year based on CPI throughout the initial 5-year term?
Answer 13: Yes, contractors can request price increases each year based on the Consumer Price Index (CPI). However, any adjustments must first be submitted to the purchasing department to start the approval process. Final approval must be authorized in writing by the designated county representative.
