About this file
This document is an Addendum to an Invitation for Bids (IFB) issued by Old Dominion University (ODU) for Parking Lot & Garage Maintenance, and Related Repairs. The IFB is for the ODU main campus and Virginia Health Sciences (VHS) medical campus. The University is seeking qualified contractors to provide a range of maintenance services including asphalt, concrete, striping, seal coating, signage, and snow removal. The IFB has been updated to include new line items for Mobilization and Traffic Control, and to provide clarification on the scope of work and historical spending. Bids are due by September 30, 2024 at 2:00 PM local time, and the contract term is October 1, 2024 to September 30, 2025.
The pricing in the IFB includes unit prices for various maintenance services as well as material, equipment, and labor rates. The University reserves the right to add or remove requirements as needed. Award will be based on the total base bid amount. The University does not currently have a term contract in place for these services, and is looking to establish a standardized maintenance program. No small business or DBE set-asides are mentioned.

Old Dominion University is a state-assisted, doctoral research institution located in Norfolk, Va. The University serves approximately 24,500 students and offers an array of traditional, professional, and technical academic programs at the undergraduate and graduate level. The University main campus currently has 42 surface parking lots, and five (5) multi-level parking garages. Over time, these areas require maintenance and repairs. The landscape of the campus is ever changing.
Because of the finite amount of space, existing lots may be redesigned or expanded to accommodate more spaces, provide a better flow of traffic, incorporate safety controls, etc. Occasionally, a new surface lot will be constructed. For FY’-24 ODU main campus spent total was $173,514.00. This included (11) project orders totaling $164,783.50, and (5) small PCARD transaction totaling $8730.00.
July 1, 2024 ODU integrated with EVMS health sciences center creating the largest portfolio of health sciences degrees in the Commonwealth. The combined institution would include a School of Medicine, School of Health Professions, College of Health Sciences, and School of Nursing, along with the Medical Group and O.N.E. School of Public Health, a joint initiative among ODU, Norfolk State University and EVMS. The EVMS medical campus has a number of surface parking lots and (2) multi-level parking garages.
SUBJECT: IFB #25-ODU-03-CCC, Parking Lots & Garage Maintenance, and Related Repairs – Addendum #1 PAGE: 2 of 2
Currently, the University does not have a term contract in place for maintenance and repair parking lot and garages that will expire on September 30, 2024. The University wishes to continue to standardize the maintenance program and use for other related services as required.
Questions:
Q: After reviewing the bid form I noticed there were no line items for Mobilization or Traffic Control. Could you please add a line item for each of these so that we do not have to add mobilizations and traffic control to each line item in order to cover us for the “just in case scenario”? This will also allow the ODU to know a set amount for each when going into a project.
It is likely that not all projects will need traffic control so having the line item at a PER DAY unit and the mobilization as EACH, would be best.
A: Please see the University’s revised ‘Pricing Page’ to add line items for both Mobilization and Traffic Control.
All changes are highlighted and noted in red italics. All other details and information shall remain the same.
NOTE: A signed acknowledgment of this addendum must be received at the location indicated on the IFB either prior to the bid closing date and hour or attached to your bid. Signature on this addendum does not substitute for your signature on the original bid document. The original bid document must be signed.
Sincerely, Neil Cutler
