IFB1 NUMBER: 2024*0150

Bid Opening Date: March 19, 2024 at 1:30 p.m.

CLARIFICATIONS:

Contractor Questions and Responses:

These questions and answers have been provided to offer clarity to the bidding documents.

The project should be bid as the original drawings and specifications have been advertised.

An optional Pre-Bid Meeting was held at the Ridgway State Park Visitor Center on March 06, 2024. The Pre-Bid Meeting Agenda and Sign-In Sheet have been posted to the State VSS web site.

Anyone not in attendance may schedule a site visit by contacting the Project Manager or Park Manager in advance of visiting the site:

Project Manager: Patrick McKeever – 970-250-5600, patrick.mckeever@state.co.us Park Manager: John Freeborn – 970-626-5822 x17, john.freeborn@state.co.us

The following are answers to questions asked about the project:

1. Are there any other options for Buy American on the electrical gear? Electrician is telling me that the pedestals could potentially be two years out. Is this just something we would need to bid it as is, then supply other options?

Contractor shall bid the project in conformance with Build America, Buy America requirements. There may be instances where an award qualifies, in whole or in part, for an existing DOI general applicability waiver or when necessary, recipients may apply for, and the Department of the Interior (DOI) may grant, a waiver from these requirements, subject to review by the Made in America Office.

2. Is there any way to change the submittal to email? We are essentially cutting off two days from the bid time to ensure that they get to Denver in time.

No, only sealed, hard copy bids will be accepted at CPW headquarters in Denver.

mailto:patrick.mckeever@state.co.us mailto:john.freeborn@state.co.us

3. Please confirm that the contractor is to carry the cost of the transformers, not the park.

Contractor shall purchase, deliver and install the transformers.

4. Are we to reuse the corporation stop at the water main or purchase new ones?

Contractor shall furnish and install a new corporation stop at the water main, unless the CPW Project Manager approves the reuse of the existing corporation stop. For bidding purposes, assume all corporation stops will be replaced.

5. What is the start date for construction?

The Contractor shall be allowed from the date of approval of contract documents to submit shop drawings and product approvals and order and delivery of materials. The Notice to Proceed letter (CONTRACT START DATE) will be issued by the CPW Project Manager on a mutually agreeable date with the contractor, depending on material lead times and delivery, weather, Park operations, etc.

6. What is the estimated value for this project?

The CPW estimated value of this project is in excess of $750,000.00.

7. Are there union requirements for this project?

There are no union requirements for this project.

8. As there is quite a bit of time between award and NTP … will there be any provision for material cost increases between bid and notice to proceed?

There are no provisions for cost increases between Award and Notice to Proceed, however CPW does allow for payment for materials on hand as stated in the General Conditions for Capital Construction:

“PAYMENT FOR MATERIAL ON HAND

(a) Partial payments may be made to the extent of the delivered cost of materials to be incorporated in the work as evidenced by certified invoices, when produced on the project, delivered on the project or stored in acceptable storage places in the State of Colorado in which case the Contractor must furnish evidence to the Project Manager that such materials are stored subject to or under the control of the Division. Payment for such materials will not relieve the Contractor of responsibility for loss or damage of the stored materials.”

9. For the water tap saddles do you know the mainline size and type?

Original design drawings (attached) show 3” PVC main line, but contractor should confirm size and type of material before construction.

10. If we elect to bore the electrical instead of trenching what is the spec for the flexible duct/conduit.

If contractor elects to directionally drill electrical conduit pipe, pipe size and material shall be approved by CPW Project Manager, and have an equivalent internal diameter as specified pipe.

11. For the sewer services is schedule forty pvc pipe acceptable?

Schedule 40 PVC pipe shall be used as shown on drawings and stated in Addendum 1.

SECTION 02610 - PIPE AND FITTINGS

1. SCOPE OF WORK:

Furnish all labor, materials and equipment required to complete the work of the noted Sections of this Division described herein and on the drawings.

2. WORK INCLUDED:

The work shall include, but is not necessarily limited to, the furnishing and installation of all components required for a complete installation.

3. MEASUREMENTS:

I. Quantities shall not be measured for pipe and connecting hardware, but shall be included in the related construction or as noted in the Bid Schedule.

4. SUBMITTALS:

Refer to Section 01300 - Submittals, for requirements.

5. PIPE INSPECTION AND INSTALLATION:

II. Placement:

Lay pipe with spigot ends directed down-grade unless otherwise directed. Lay pipe, fittings and accessories with proper equipment and in a manner to prevent damage.

Any defective pipe materials found during the inspection, prior to placing within the trench, shall be replaced.

All foreign matter or dirt shall be removed from the interior of the pipe before lowering into position in the trench. Pipe shall be kept clean during and after completion of laying.

Clean the sealing surfaces of the pipe immediately before assembly, and assembly shall be made as recommended by the manufacturer. Check the completed piping to assure joints are intact.

Prior to the placement of earth fill or other material around the pipe, observe pipe for leakage. Repair any leaks. Repeat the procedure until the pipe is watertight (The pipe joints shall show no leakage).

When pipe laying is not in progress, seal the open ends of installed pipe to prevent entrance of water into the line. Whenever water is excluded from the interior of the pipe, place enough backfill on the pipe to prevent floating. Remove any pipe that has floated from the trench and restore the bedding. No pipe shall be laid when the trench conditions or the weather are unsuitable for proper installation as determined by the Project Manager.

02610-2

III. Handling:

A. Handle pipe carefully to avoid damage to pipe, joints, and coatings. The

Owner will reject all damaged pipe. The manufacturer shall package the pipe in a manner designed to deliver the pipe to the project neatly, intact, and without physical damage. The transportation carrier shall use appropriate method and intermittent checks to insure the pipe is properly supported, stacked, and restrained during transport such that the pipe is not physically damaged.

B. Pipe shall be stored on a clean, level location. Materials may not be stored directly on ground. If necessary, the pipe may be stacked in accordance with the pipe manufacturer's recommendations. The handling of the pipe shall be done in such a manner that it is not damaged by dragging over sharp objects or cut by chokers or lifting equipment.

C. PVC pipe shall not be exposed to ultraviolet light longer than six (6) months. Any discoloration of the pipe material will be evidence of ultraviolet damage and shall reason for rejection and removal from the project.

IV. Pressure Testing:

A. If testing is required by the Project Manager, perform testing in the presence of the Project Manager prior to backfilling. Furnish water for testing.

B. Place sufficient backfill prior to filling with water and testing to prevent lifting of the pipe. If it is necessary to partially backfill the line prior to testing to hold the line in place, the initial backfill shall cover only the body of the pipe with joints and connections left uncovered for inspection. When local conditions require that the trenches be backfilled immediately after the pipe has been laid, the testing may be carried out after backfilling has been completed, but before placement of permanent surface.

C. Fill each section of the pipe slowly with water and expel air by means of taps at high points. Apply the specified test pressure by means of pump connected to the pipe in an approved manner. Maintain the test pressure by additional pumping if necessary for the specified time during which the system and exposed pipe, valves and fittings, shall be carefully examined for leakage.

Repair or remove and replace all defective elements and repeat the test until all visible leakage has been stopped and the allowable leakage requirements have been met. Monitor pressure drops and inspect the pipeline in its entirety while the maximum working pressure is maintained.

D. Simultaneous pressure and leakage tests may be conducted, or separate pressure and leakage tests may be performed on the installed system on the criteria specified in Table I.

02610-3
