About this file

This is Addendum #1 to Request for Proposal Number 24 issued by the City of Wisconsin Rapids, Wisconsin for shared-ride taxi services. The addendum, dated September 20, 2018, clarifies key requirements and specifications for the service to be provided from January 1, 2019 through December 31, 2020, with three optional one-year renewals. The service will operate seven days a week and cover the City of Wisconsin Rapids and areas within a five-mile radius of city limits. The proposal deadline is October 1, 2018 at 2:00 PM. The addendum establishes that drivers must be employees of the contractor rather than contracted workers, clarifies that mobile radios are not required but app-driven dispatching systems are acceptable provided they meet all communications and reporting requirements, and confirms that record-keeping requirements can be fulfilled through digital or app-generated systems so long as records remain accessible for inspection and electronic copies are provided for quarterly state reporting.

The procurement is subsidized through state and federal transit operating funds. The addendum confirms that Disadvantaged Business Enterprise (DBE) goals follow WisDOT guidelines at 1.1%, though no contract-specific DBE goal has been established and the DBE goal is not a disqualification factor. Contractor pricing must be based on fixed hourly rates as specified in Appendix A of the RFP. The addendum clarifies that historical weekly service level and vehicle requirement data are based on actual operational statistics spanning seven years, though hourly ridership breakdowns and shared ride percentages are not available for distribution. Vehicles and radio equipment will be available through a lease arrangement with the City. Contractors must acknowledge receipt of Addendum #1 by signature and submit it with their proposal for the submission to be considered responsive.

A D D E N D U M # 1 9-20-2018

CITY OF WISCONSIN RAPIDS

444 WEST GRAND AVEREQUEST FOR PROPOSAL NO. 24
WISCONSIN RAPIDS, WI 54494Proposal Must Be Received No Later Than:
Date: OCTOBER 1, 2018 Time: 2:00 PM

COMMODITY OR SERVICE: Shared Ride Taxi Service

The following changes are hereby added to and made a part of Request for Proposal Number 24

1.

1. Is the 1.1% DBE a goal or requirement. If that number is not achieved, is it a reduction in score, or subject for disqualification.

Response: The DBE goal is a WisDOT goal. A separate contract specific goal has not been established for this procurement. Please refer to the Disadvantaged Business Enterprise (DBE) clause on page 57-58 of the RFP.

1. How was the Table in section 2.6 (Weekly service levels, number of vehicles required) developed? Is it based entirely on the historical data shared in the schedule?

Response: Yes, the information in the table in section 2.6 is based on historical data.

1. With respect to the table in section 2.6 (Weekly service levels, number of vehicles required), what is the corresponding ridership on an hourly basis? Can hourly ridership data be shared? What is the approximate percent of rides that were shared rides from the historical data that is provided?

Response: This type of data is not available.

1. Section 2.9.3 mentions the use of mobile radios. Is this a requirement for the pilot? Our technology platform is mobile app driven and does not require manual dispatching using radios. As such we do not envision the need/use for manual radio based dispatching. Are there any specific concerns the city would like to raise with this more modern approach to app driven, automated, dispatching?

Response: Mobile radios are not a requirement and new technology is welcome. However, app-driven dispatching must still meet the communications requirements of the RFP and must provide the required records and reports.

1. With respect to section 2.11.1, is it a requirement that drivers be employees of the Contractor? Can they be contracted drivers?

Response: The drivers must be the employees of the Contractor. Drivers cannot be contracted.

1. Section 2.16 states that records must be hand written and computer generated. Our system is entirely digital, as drivers interact with an app to indicate the start of their work, picking up/dropping off passengers etc. and there is no need for handwritten logs. Is this is a concern for the city? What data is the city expecting to capture with hand written logs that is not captured digitally?

Response: Section 2.16 states that all records must be accurate, organized, and legible. This includes all handwritten and computer-generated or “app-generated” records. The types of records to be maintained are included in Section 2.16 of the RFP. The main concern is that the records will be available for inspection upon demand. Electronic copies of records used for filing quarterly State reports must be provided to the Municipality.

2. All other parts of this Request for Proposal remain unchanged.
