About this file
This document is an Addendum to Invitation for Bids (IFB) DOH24-039P issued by the Washington State Department of Health (DEPARTMENT OF HEALTH) for an Ultra-High Performance Liquid Chromatography (UHPLC) Instrument. The addendum provides clarification on bid specifications, such as compatibility requirements, and responses to vendor questions. The UHPLC system is intended to be primarily used as a stand-alone instrument, but also serve as a backup HPLC stack for the department's mass spectrometers. The original sole source purchase has been cancelled, and this bid is a replacement. The UHPLC system must be delivered prior to the end of the current fiscal year on June 30th, as funding will not be available after that date.
The bid specifications outline the required UHPLC capabilities, including compatibility with an Agilent LC/MS Ultivo and 6475A system. Vendors are required to provide justification if they cannot meet this compatibility requirement. The bid also requires the ability to store and run a minimum of 60 2mL autosampler vials. The UHPLC system must be able to support multiple analytical methods beyond just domoic acid analysis, such as diarrhetic shellfish poisoning and paralytic shellfish poisoning testing, as well as future methods for microcystins.

Addendum No. 1 to:
Invitation for Bids (IFB) DOH24-039P
Ultra-High Performance Liquid Chromatography (UHPLC) Instrument
Addendum No. 1 INVITATION for BIDS
DOH24-039P
Ultra-High Performance Liquid Chromatography (UHPLC) Instrument
Date Issued: May 21, 2024.
Purpose: provide clarification concerning bid elements as noted herein and Agency responses to vendor questions.
The above referenced solicitation is amended as follows:
Changes:
Attachment A Bid SPECIFICATIONS:
Item 12, Compatibility (line 19) shall now read:
Compatibility Are the UHPLC components compatible with an Agilent LC/MS Ultivo and 6475A?
[ ] Yes [ ] No
*fail has been removed
Vendor Questions:
1. Question: Item 10 in the bid specifications requires "The UHPLC components must be compatible with an Agilent LC/MS Ultivo and 6475A in order to provide redundancy in the lab." This will limit the vendors able to bid to Agilent. Is it still the intent of this bid to be a sole source?
Answer: No, this is not intended to be a sole source. We removed the fail portion of this requirement so it doesn’t disqualify anyone. We would like the vendors to provide a justification on why they think can or cannot hit this parameter. In our experience, UHPLCs
DOH24-24C
have the ability to be coupled with an LC/MS from different vendors. We have seen examples of this at PHL. We are looking for redundancy in case our HPLC goes down on our LC/MS stack to be used as a back up to keep our mass specs operating, but it is not the primary function.
2. Question: Is it the intent for this HPLC system to be connected to a mass spec or is it intended to be primarily operated stand alone?
Answer: It is intended to be used primarily as a stand-alone but used as a backup HPLC stack for our mass specs as needed.
3. Question: Could you kindly confirm whether Bid DOH24-039P specifically requires a UHPLC to complement the Agilent Ultivo 6475 triple quad?
Answer: It is intended to be used primarily as a stand-alone but used as a backup HPLC stack for our mass specs as needed.
4. Question: Could you kindly confirm whether Bid DOH24-039P specifically requires a UHPLC to complement the Agilent Ultivo 6475 triple quad?
Answer: The UHPLC is primarily to be used as a stand-alone instrument. It would be used as a backup HPLC for the LCMS.
5. Question: I did see a sole source to Agilent for the same lab/method on Apr 5 (PO L124645). Is this related to the same instrument purchase and re-released?
Answer: That sole source was cancelled, and this bid is a replacement for the sole source.
6. Question: The bid requires approval for a delivery post end of June but also states the system must be delivered prior to the end of June. What would justify a delivery approval post June?
Answer: We have reached out to upper management to see if we could get a funding extension. We have been told no extension would be allowed for this funding and there will be no acceptance of a delivery post June 30th. This is due to the end of the fiscal year and the funds will no longer be available.
7. Question: If we are unable to meet a specification and choose [ ] No fail - does that immediately disqualify us?
8. Answer: Yes, if there is a fail following the [ ] No. This is only on line 19, Compatibility, in Attachment A Bid Specification
9. Question: If we meet a partial spec requirement but do meet the overall intent of a specification will that disqualify a vendor? Specifically, the slit width requirements for the PDA or DAD detector?
Answer: If you meet the intent, select yes and then explain in the notes section the details.
10. Question: On the autosampler, is the lab using standard 96 well plates for samples?
Answer: We need the capability to store 2mL autosampler vials. When we have a large run, we need to be able to run 60 vials on however many plates that is.
11. Question: Please provide clarification on the well plates being used for the method?
Answer: We need the capability to store 2mL autosampler vials. When we have a large run, we need to be able to run 60 vials on however many plates that is. Currently, we run 2mL autosampler vials on at least 2x 54 plates.
12. Question: Will this HPLC be required to run any other applications other than Domoic acid analysis?
Answer: Yes. It would be a backup for running Diarrhetic Shellfish Poisoning. We also need to be able to run the Post-Column Oxidation method as an alternative for Paralytic Shellfish Poisoning testing.
Looking to the future, we are also looking to onboard a new method for microcystins that would require an HPLC component.
