About this file
This is Addendum #1 to an Invitation for Bid (IFB1 OAAA 2027-0023) issued by the State of Colorado Department of Military and Veterans Affairs (DMVA) for Project CRWU 2026-2007, titled "A31 Repair Roof." The project involves comprehensive roof repair and replacement work at a facility on Buckley Space Force Base, including installation of 90-mil black EPDM roofing on Decks 1 and 3, standing-seam sheet metal roofing on Deck 2, structural steel welding, flue pipe extensions, snow retention systems, and associated mechanical equipment relocation and utility modifications. The work is scheduled from October 1 through December 30, 2026, with standard working hours of Monday through Friday, 6:30 a.m. to 5:00 p.m. A mandatory pre-bid meeting was held, and bids are due September 9, 2026, at 10:00 a.m. via Box.com submission. The addendum clarifies 22 questions raised by contractors regarding specifications, scope, scheduling, safety, and operational requirements.
The contractor must bear all special inspection costs, coordinate welding work seven days in advance with DMVA, and provide all necessary equipment for access including lifts, ladders, and scaffolding. The EPDM roofing system must be covered by a 30-year manufacturer's warranty covering materials and labor at no cost. Manufacturer-approved subcontractors may be used for standing-seam installation, and all wood must be fire-retardant treated. The design wind speed is 115 mph, and weather-related delays are considered typical and included in the performance period. Performance and payment bonds must be 100 percent of the contract sum. The project is located on a secure military facility requiring all personnel to obtain security badges through a 72-hour Defense Biometric Identification System (DBIDS) process, and all crew members must complete airfield manager training. Foreign Object Debris (FOD) prevention is critical, requiring commercial truck sweeping multiple times daily throughout the project, dumpster enclosure with temporary screening, and strict FOD control measures. State apprenticeship requirements do not apply to this project, and if the contract exceeds $500,000, a waiver will be submitted for Buy Clean Colorado requirements.

ADDENDUM #1
PROJECT#: CRWU 2026-2007
PROJECT NAME: A31 Repair Roof
BID #1: IFB1 OAAA 2027-0023
Questions received from Contractors that attended the MANDATORY Pre-Bid Meeting:
1. Section 01 11 00 and Note K on Sheet R1.0 require the Contractor to include the structural special-inspection cost. However, Sheet S101 states that the special-inspection agency must be retained by the Owner or Owner’s Agent. Please confirm who will retain and pay the welding special inspector. Response: Response: The Contractor is to bear the costs for the Special Inspections.
2. Please confirm the requirements for performing the safety-anchor welding from inside the occupied facility, including interior access, lifts or scaffolding, aircraft or equipment relocation, spark containment, fire-watch requirements, and allowable hot-work hours.
Response: Coordination with DMVA for welding work must be made 7 days in advance of the actual welding work. The Contractor may work in the facility from 8:00am until 4:00pm to perform the welding work. The Contractor shall provide all lifts, ladders and other items needed for access. DMVA personnel will clear areas as required for access to the areas where welding is to occur. The Contractor is responsible for spark containment. A four-hour fire watch will be required starting at the end of the welding work for that day.
3. The new-roof schedule on R1.0 identifies 60-mil EPDM for Decks 1 and 3, while Section 01 11 00, Section 07 53 23, and Details R2.0/R2.1 require 90-mil EPDM. Please confirm that 90-mil EPDM governs and identify the required membrane color. Response: The new EPDM roofing is to have a 90 mil thickness. The sheet shall be black. No coating is required on the finished membrane.
4. The Advertisement for Bids describes a 20-year manufacturer’s warranty for the EPDM roof, while Section 01 11 00 requires a 30-year labor-and-material, no-dollar-limit warranty.
Please confirm the required EPDM warranty term. Response: The new 90 mil EPDM roofing system shall have to be covered by a manufacturer’s written 30 year warranty covering material and labor in a leak free state at a no-dollar-cost.
Jared Polis Governor
Major General Robert B. Davis The Adjutant General
5. Section 01 11 00 requires all roofing work to be performed by the successful bidder’s own crews. Please confirm whether a qualified, manufacturer-approved standing-seam roofing subcontractor may be used for Deck 2. Response: A manufacturer approved subcontractor may be used to install the standing seam sheet metal roof system.
6. Section 01 11 00 requires the 2-inch and 3-inch polyiso layers to be mechanically fastened together and the high-density cover board adhered. Section 07 53 23, Paragraph 3.5.B, states that the insulation boards shall be fully adhered. Please confirm the required attachment method for each insulation and sheathing layer. Response: The two base layers of isocyanurate foam insulation at Decks 1 and 3 shall be mechanically fastened simultaneously with FM Approved screw and plate insulation fasteners.
7. Sheet R1.0 lists a 110-mph wind speed, while Sheet S101 lists 115 mph, Exposure C.
Please confirm the governing wind criteria and whether the fastening patterns shown on R1.0 govern if they differ from the roofing manufacturer’s FM 1-75 warranted assembly.
Response: The design wind speed shall be 115 mph as listed on the Structural Drawing.
8. Section 06 10 00 states that all wood shall be AWPA UC3B and fire-preservative treated.
Please confirm whether the entire 5/8-inch CDX plywood layer on Deck 2 must be fire-retardant and preservative treated, or whether this requirement applies only to nailers, curb extensions, and other specifically detailed wood. Response: All wood must be fire retardant treated.
9. Please identify the approved standing-seam panel manufacturers, panel profile and width, and acceptable system for providing the specified 20-year labor-and-material leak-free warranty. Please also confirm whether a manufacturer-issued weathertightness warranty is required. Response: Manufacturers meeting the panel description of Section 07 41 13 paragraph 2.6.B are approved. The leak free and finish warranties for the new sheet metal roofing are listed in Section 01 11 00, paragraph 1.2.B.2.g.
10. Please identify all mechanical equipment that must be lifted and reset, all curbs requiring extension, and the required ductwork, electrical, controls, gas, and utility modifications.
Please also provide the allowable shutdown durations and working windows. Response:
The roof flashing details indicate which mechanical units must be raised. The Contractor shall provide 48 hours notice for such work.
11. Note J on R1.0 requires seven new double-wall galvanized flue pipes with caps at Deck 2.
Please provide the required diameters, lengths, material specifications, connection requirements, and identify whether replacement or modification below the roof level is included. Reponse: The Contractor is to field verify the dimensions and conditions. It is assumed that some work may be required below the roof deck. Flue extensions shall be fastened to meet the 2024 IMC requirements.
12. Please clarify the snow-retention scope. R1.0 identifies two rows of “snow retention walkpads” and also requires snow-retention bars with ice stops. Please identify the required product, roof areas, number of rows, and limits of installation for each system. Response:
The plans call out and indicate where each item is to be used.
13. Please provide the hazardous-material survey and laboratory report referenced in the
Advertisement. Please confirm that any asbestos or other hazardous materials discovered outside the negatively tested EPDM membrane will be tested, removed, and paid for by the Owner in accordance with Article 35.3. Response: The findings will be distributed to the selected contractor at the pre-con meeting. The government understands if there is an unforeseen asbestos during removal, the proper steps will be taken.
14. Please confirm how deteriorated or storm-damaged metal decking and structural components discovered after tear-off will be handled. Should bidders include an allowance or unit price for deck replacement beyond the specifically identified curb-opening patches?
Response: No deck damage is anticipated. If any is found it will be handled by a field order.
15. The anticipated construction period is October 1 through December 30, while Section 07 53 23 prohibits EPDM installation when the forecasted daily high is below 50 degrees or winds exceed 15 mph. Please confirm the required completion period and whether weather-related extensions will be granted when these specification limitations prevent roofing operations. Response: The required completion period is as listed. Any weather modifications the may be needed will be handled when such delays occur. Typical weather delays are included in the performance period.
16. Please provide the standard allowable working hours, weekend restrictions, known blackout dates, and any anticipated Base or flightline shutdown periods. Response: Work hours will be M-F 6:30am- 5:00pm. The government is closed on all major holidays. There are no known blackout dates or flightline shutdowns.
17. Please confirm whether the State apprenticeship requirements apply to the roofing, sheet-metal, mechanical, electrical, and welding work. The apprenticeship certification box in SC-
6.21 is checked, although the stated project estimate is below $1 million. Response: This box was accidentally checked. The State Apprenticeship requirement is not required for this project.
18. Please confirm whether Buy Clean Colorado requirements apply and identify which roofing, structural-steel, plywood, and sheet-metal products require Environmental Product Declarations. Response: If the successful Bid is greater than $500,000 a waiver will be submitted for Buy Clean Colorado as none of the plywood or steel will have a cost greater than $50,000. The only items on the current EPD list are plywood and steel.
19. The Advertisement states that performance and payment bonds must each be at least 50 percent of the Contract Sum, while Article 26 appears to require bonds for the full Contract Sum. Please confirm the required bond amounts. Response: That reference is that if the contract is over $150,000.00 than the payment and performance bonds not less that 50% of the contract sum and cost associated can be included in the contractors bid. The awarded vendor’s requirement is that the performance and labor and material bonds required by contract are at 100% of contract sum.
20. Please provide the SBP-6.18 Direct Labor Burden Calculation form required with the bid but not included in the Project Manual. Also confirm that this is a Base Bid only with no alternates, allowances, or unit prices. Response: Yes, SBP-6.18 will be required by the apparent low bidder and has been attached to the addendum.
21. Please provide the construction-phase badging and access requirements, including processing time, personnel eligibility, escort requirements, delivery procedures, approved construction gate, and procedures if a worker is denied a badge. Response: All personal that work on Buckley SFB are required to go through a background check. It is the responsibility of the contractor to vet employees to ensure they can pass a background check. If a worker is denied a badge, they will not be able to gain access to the base and perform any work. A DBIDs will need to be completed for everyone entering the base for work, this takes 72 hrs. for approval before the individual can arrive at the visitor center and receive a long-term badge to the duration of the project. If entering Buckley SFB in a personal owner vehicle, they can enter through the Mississippi or 6th Ave gates. If they will be driving a commercial vehicle, they will be required to enter through LVIP which is located off 6th Ave. for a full search of the vehicle. This process takes longer than the standard gate entry and is dependent on the demand of contractors entering the base for that day. All deliveries will also us the LVIP gate and process. The government will assist in assigning escorts for the project based off the selected contractors project managers’ recommendation. These escort will be required to attend a short training and assume the responsibilities of the escorting requirements.
22. Section 01 50 00 appears to require a six-foot chain-link enclosure with barbed wire around the construction site, while R1.0 specifically requires fencing around the dumpsters. Please confirm the required fencing limits. Response: No construction fencing is required at the work will take place on a secure facility.
23. R1.0 requires a commercial truck sweeper multiple times daily for FOD control. Please confirm the areas to be swept, the minimum daily frequency, and whether this requirement applies throughout the entire project or only during work adjacent to the flightline.
Response: It’s required to always keep the flight line clear of any debris throughout the entire project. It’s also anticipated to keep the surrounding areas of the building clear of debris as the site adjoins an active construction site.
