About this file

This is an Addendum document issued by the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) formally withdrawing a Request for Quotes for membrane roof repair and replacement services at 149 W 12th Ave, Eugene, Oregon (Project Number 4006). The original procurement sought qualified contractors to remove and dispose of the existing membrane roofing system, inspect and repair roof decking and structural components, install a new commercial-grade membrane roofing system (TPO, EPDM, or equivalent), install energy code-compliant insulation, improve flashing and edge metal, seal penetrations, perform site cleanup, and provide final inspection with warranty documentation. The withdrawal was issued due to unforeseen circumstances that resulted in significant changes to the anticipated scope of work. The original procurement included a mandatory site visit scheduled for May 20, 2026, from 1:00 p.m. to 3:00 p.m. PST, with questions due by May 26, 2026, at 2:00 p.m. PST, and bid quotes due June 3, 2026, at 2:00 p.m. PST.

The CTCLUSI has withdrawn this procurement opportunity and does not intend to proceed with the original request for quotes at this time. The agency indicated that should the project be reissued in the future, updated information, revised scope details, and submission requirements will be provided. No specific budget amount or award value was disclosed in the original procurement documents. All work was required to comply with Oregon State Building Codes, OSHA safety standards, and manufacturer installation specifications, with contractors needing Oregon licensure, general liability and workers compensation insurance, and demonstrated experience with commercial membrane roofing systems. Award was to be made based on weighted evaluation criteria including Cost (40%), Experience and Qualifications (25%), Technical Approach (20%), Timeline (10%), and References (5%).
