About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Pennsylvania Department of Corrections (PADOC) for Inmate Telephone Services. The addendum provides instructions and a revised cost submittal sheet for offerors to complete. The scope of the RFP is for all intrastate and interstate inmate calls, including local, IntraLATA, and InterLATA calls, to have one flat fee rate. Offerors must submit an itemized cost proposal, and PADOC will evaluate the proposed costs and apply an evaluation formula to determine the relative score for each offer. The RFP requires offerors to provide sufficient, detailed information to support their offered costs. The deadline for submitting the signed cost submittal sheet is (date) before (time).
The cost submittal sheet indicates that PADOC estimates 5,348,000 revenue minutes for fiscal year 2012, with 97% of calls being intrastate and 3% being interstate. Offerors must provide a blended per-minute rate for all intrastate calls, as well as a separate rate for interstate calls. The commission percentage offered will also be evaluated, with the highest commission percentage receiving 40% of the maximum cost points allowed. PADOC understands that the rates proposed are exclusive of federal, state, and local taxes, tariffs, and regulatory fees, which will be charged as a pass-through to the called party with no commission paid on those items.
