About this file

This document is Addendum #1 for a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration's Purchasing Division on behalf of the West Virginia Division of Natural Resources. The solicitation is for the construction of 15.54 miles (82,040 ft.) of Mountain Bike Trails at Cacapon Resort State Park, specifically focusing on the "Lowlands" trail section. The bid was originally issued on July 10, 2025, with the solicitation closing date extended to July 21, 2025, at 1:30 PM Eastern Time. The addendum includes responses to vendor questions, clarifications on technical specifications, and a pre-bid sign-in sheet.

The addendum provides detailed technical clarifications for the trail construction project, including specifications on bridge abutment installation, boardwalk water crossing span lengths, riprap dissipater placement, and log bridge stringer requirements. Key clarifications include that the 3" DBH (diameter at breast height) tree removal limitation does not apply to this project, bat habitat areas must be strictly avoided, and contractors are responsible for minimizing tree removal. The bid items are to be priced on a unit price basis, with any overages beyond stipulated quantities to be evaluated and potentially paid at the project's conclusion. The project involves constructing trails across multiple unnamed tributaries, with each crossing type corresponding to specific unit price line items in the bid form.

ATTACHMENT A

RFI: Vendor Questions for CRFQ DNR 25*17 Cacapon Bike Trails - Lowlands

Q.1. If machines cannot be driven into or across the creek beds, what methods for installation of the bridge abutments would be acceptable?

A. It is the contractor’s responsibility to determine appropriate methods for bridge abutment installation. All construction activities must remain within the approved Limits of Disturbance and the Ecological Delineated Boundary. No equipment is permitted within the creek beds, and proposed methods must comply with all environmental and permitting constraints.

Q.2. Boardwalk Water Crossing - Please provide acceptable span length for this design (8/C904).

A. Span distance for 2”x8” stringer is 4’-0” on center and span distance for 2”x12” stringer is 8’-

0” on center.

Q.3. Are riprap dissipaters required at all grade reversals or just the corners/berms? (Detail notes on C905&906)?

A. No, only at corners and berms as specified on Details C905 and C906. However, they must also be installed at any location where concentrated water flow may cause scouring.

Q.4. Table for the log bridge stringers on C908 is not legible.

A. See Table-1 below:

Q.5. Can we add line for GC's added to bid form (bond, mobe, sign, etc).

A. No.

Q.6. Are the base bid items unit price or lump sum? 12000-1.3-J says Lump Sum, but bid form is

UP.

A. Specification Section 12000-1.3-J, Part B currently states that payment shall be made at the

Lump Sum (LS) price. This will be revised to reflect that payment shall be made at the bid unit price, consistent with the bid form. For clarification, any overages beyond the stipulated unit quantity will be evaluated and, if approved, paid at the end of the project as deemed appropriate.

Q.7. Are the "proposed area of heavy rock texture" shown on the plans included in the Rock

Armoring unit price qty?

A. Yes.

Q.8. Provide bridge width, C908.

A. 6’ width

Q.9. What is meant my Ephemeral Boardwalk/Rock Crossing (C206, 211)? Are those items included in the unit price qty's?

A. The “UNT-##” labels on the trail plans match the stream and wetland impact map that accompanies the U.S. Army Corps of Engineers Nationwide Permit verification (LRP-2024-

00245). In that permit package each label stands for “Unnamed Tributary” followed by a numerical identifier (e.g., UNT-01, UNT-02) so every individual, unnamed drainage channel that the project crosses can be tracked separately for design, construction, and permitting purposes.

The designation following each UNT-## refers to the approved crossing type for the Unnamed

Tributary. These crossing types correspond directly to the unit price line items in the bid form.

Q.10. What are the UNT-## designations representing?

Q.11. At the pre-bid, removal of the 3" DBH limitation was discussed verbally. Can you confirm this is the case or will the 3" DBH limitation still be in effect for all of these projects?

A. The 3" DBH limitation does not apply to this project. Bat habitat areas have been clearly delineated on the plans and must be strictly avoided. The contractor is responsible for minimizing tree removal to the greatest extent practicable while remaining within the approved ecological boundary.
