About this file
This is Solicitation Addendum 1 for the Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Forestry, Division of Forest Fire Protection, issued on August 5, 2026, addressing bidder questions regarding Invitation for Bids (IFB) 6100066023 for the FFP Eastern Attack Helicopter contract. The solicitation requires one (1) FAA-certificated rotary-wing aircraft equipped with helicopter firefighting bucket, sling, shackles, cargo hook, service truck, and necessary equipment, along with FAA-certificated qualified pilots to provide aerial water delivery and cascading on wildfires and support wildfire suppression operations. The solicitation due date and time remain August 20, 2026, at 10:00 a.m., and the addendum clarifies that the award will be based on low cost while meeting the minimum aircraft performance requirements outlined in the Statement of Work.
The addendum addresses two key bidder questions: the Department's aircraft type preference and historical aircraft usage. The Commonwealth clarified that while the Statement of Work specifies required performance capabilities rather than specific makes or models, any aircraft meeting the minimum requirements will be considered for award based on lowest cost. Historically, the Department has utilized Bell OH-58A/C aircraft and, in some cases, Bell 206L helicopters to fulfill the contract. Bidders are instructed to ensure they have responded to all questions relevant to solicitation addenda in their bid submissions through the electronic bid (SRM) system. The procurement specialist contact is Natalia Truitt at 717-783-3332 or ntruitt@pa.gov.

SOLICITATION ADDENDUM
Date: 8/5/2026 Subject: Questions and Answers for Bidders
Solicitation Number: DCNR, Bureau of Forestry, Division of Forest Fire Protection IFB 6100066023 – FFP Eastern Attack Helicopter
Solicitation Due Date/Time: 8/20/2026 – 10:00 a.m. NOTE: Due Date and Time have not changed.
Addendum Number: 1
To All Suppliers: The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).
Questions and answers below asked by bidders. Answers are bolded in red.
Question 1: Does the Department have a preferred aircraft type or airframe for this contract? While we understand the Statement of Work specifies the required performance capabilities rather than a particular make or model, we were wondering if there is a preferred platform based on your operational experience or mission requirements.
Answer: The minimum aircraft requirements are outlined in the Statement of Work. Aircraft will be considered so long as those minimum requirements are met. The award is based on low cost, and vendors should keep that in mind when submitting their bids.
Question 2: What aircraft make and model have historically been used to fulfill this contract?
Answer: For the previous contracts, a Bell OH-58A/C, and in some cases, a Bell 206L have been utilized on this contract.
Type of Solicitation: Electronic Bid (SRM) - Review the Questions section of your solicitation response to ensure you have responded, as required, to any questions relevant to solicitation addenda issued subsequent to the initial advertisement of the solicitation opportunity.
Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous solicitation addenda, remain as originally written.
