About this file

Addendum #1 for the Holly Hill, Florida Water Treatment Facility Re-Roof project (RFP 25-WA-01) addresses multiple clarification questions from potential bidders regarding the roof replacement project. The addendum covers detailed specifications for a 4,000-6,400 square foot modified bitumen roof replacement, including requirements for roofing materials, insulation, drainage, exhaust replacements, and compliance with Florida Building Code. Key technical details include a minimum slope of ¼" per foot, use of APP Modified Bitumen Roofing, replacement of three exhaust fans, and installation of a temporary roof/vapor barrier to protect the building's interior.

The project requires a UL Master Label Certification for lightning protection, and contractors must be prepared to handle potential unforeseen conditions through approved change orders. There are no federal wage requirements, and material costs will be locked in upon mutual proposal approval. Bidders must submit completed bid packets in person, and roofing companies must be licensed to work in Florida. The scope involves replacing tar and gravel roof areas, with metal roofs to remain, and includes specific requirements for flashing, drainage, and overall roof system installation that must adhere to Florida Building Code standards.

RFP 25-WA-01

Water Treatment Facility Re-Roof

Addendum #1

1. Question: Hello, My name is Zoey and I am with New Standard Construction. We want to place a bid on this project but the Online quote/Bid button is not working.

Can some one assist me on this? Thank you

Answer: The bid packet needs to be completed and shipped or delivered in person per bid instructions.

2. Question: Is it possible for a General Contractor company to take part in the bidding process by subcontracting a roofing company?

Answer: Yes, but the roofing company will need to be identified and their prior experience and capacity listed. The roofing company will need to be licensed to work in the State of Florida

3. Question: Regarding the section of the bid reference that requires multiple jobs related to the SOW of the RFP, is it acceptable to include jobs located outside of Florida?

Answer: You may, but please note that roofing work needs to be done according to Florida Building Code, and the "experience" category of evaluation may be affected.

4. Question: We were in attendance yesterday at the pre-bid and we have only one concern. The screened enclosure over the water basin, sits on top of a low profile continuous concrete curb. We are assuming you intend for us to flash up to and under the aluminum cap flashing. If so, there is not much room, and we need to know exactly how much vertical height is available to accommodate the new tapered insulation and membrane. We were not able to test this location above the adjacent roof deck. The entire perimeter base flashing of screen enclosure must be a waterproof application after the existing roof system is removed and new system installed. Are there any structural or as-built drawings available?

Answer: An original roof plan from 1969 has been uploaded to Vendor Link.

Functional drainage is a requirement of this project, so additional site visits are available to those who need additional information.

5. Question: I am inquiring if you could please provide the roofing scope of work for this project? From all the documents I have seen there is no specification on roofing material simply a complete tear off and replacement with a new modified bitumen roof.

Answer: An APP Modified Bitumen Roof is acceptable

6. Question: What is the scope at the abandoned curbs?

Answer: Please leave the abandoned curbs in place

7. Question: What minimum thickness or R value is required for the tapered insulation at the drains?

Answer: Per Florida Building Code requirements

8. Question: The existing roof flashing height at the screened in basin and doors are low at about 4” flashing height. Please advise if contractor should figure going back with same thickness as existing roof to keep existing heights the same?

Answer: Please see Florida Building Code Section 15.03

9. Question: The existing lightweight is sloped 1/8” per ft. Please confirm 1/8” per ft tapered insulation is acceptable to match existing slope. Note: 1”/12 slope listed on scope of work is incompatible with the flashing heights at the screened area. If the higher slope is required, please advise if the screen wall will be modified by others and provide guidance on flashing details. Tapered iso is also not available in 1”/12 slope.

Answer: Florida Building Code requires a minimum slope of ¼” per foot.

10. Question: The RFP lists liquidated damages to begin 90 days after notice to proceed.

Can this be modified to be 90 days after the permit application is approved since that time period is outside of the contractor’s control?

Answer: The NTP will be issued only once permit is approved and materials received.

11. Question: The square footage on the scope of work seems high. Can you please confirm the scope only includes the flat roofs outlined below:

Answer: On the tar and gravel areas of the roof are to be replaced as indicated. The metal roofs are to remain at this time.

12. Question: The existing slopes on the scope of work seem inaccurate based on our site visit. Please advise.

Answer: Slopes listed in scope of work were based on the triangulation of the slope through software and cannot be guaranteed for accuracy.

13. Question: The existing slopes on the scope of work seem inaccurate based on our site visit. Please advise.

Answer: Slopes listed in scope of work were based on the triangulation of the slope through software and cannot be guaranteed for accuracy.

14. Question: Please confirm the existing lightweight concrete is to be torn off down to the existing concrete deck.

Answer: Existing lightweight concrete is to be torn off down to the existing concrete deck.

15. Question: Please advise if a specific manufacturer is required or preferred.

Answer: The City does not have a preference of a specific manufacturer.

16. Question: Please provide basis of design for the modified bitumen roof system. For example, is a 2 ply SBS torch applied system over adhered tapered polyiso and gypsum or asphaltic coverboard in low rise foam acceptable?

Answer: The example provided is an acceptable methodology.

17. Question: The door threshold is low, should contractor include raising the door threshold and replacing the door with a shorter one?

Answer: Needs to meet minimum height requirements for doors.

18. Question: Please confirm scope item referencing replacement of turbines on roof is not applicable to this project since none exist.

Answer: There are (3) exhausts on the roof that need to be replaced

19. Question: Please advise if only the top edge metal is to be replaced or if the ledge piece is also to be replaced.

Answer: For the purposes of budding, please include both the top edge metal and ledge piece.

20. Question: Is a temp roof/vapor barrier required?

Answer: Yes, the interior of the building must be protected at all times.

21. Question: Are there any wage requirements?

Answer: No, this project is not federally funded and does not require Davis-Bacon prevailing wages.

22. Question: Is any interior protection required? If so, please specify scope and locations.

Answer: Please see answer to question 20 above.

23. Question: Is any protection required at the screened basin? If so, please specify scope.

24. Question: Can you please advise on how any unforeseen mechanical, electrical or plumbing components below the finished roof surface, within the existing deck or below the existing deck are to be handled if it is discovered during the roofing project that they need to be addressed?

Answer: In the event of unforeseen conditions, the contractor may request a change order. Change orders must be submitted to the City Project Manager and approved prior to the commencement of additional work.

25. Question: How will unforeseen material cost increases be handled?

Answer: Material costs will be locked in upon mutual approval of proposal

26. Question: In regards to the existing lightning protection system, can you please advise if a UL Letter of Findings is acceptable or is a UL Master Label Certification required after installation?

Answer: A UL Master Label Certification will be required.

27. Question: What type/finish/thickness of sheet metal is to be used for the gravelstop (i.e.

040 Kynar Aluminum)?

Answer: According to Florida Building Code

28. Question: Please advise if curb extensions are to be included in the bid for the 3 exhaust fans.

Answer: No, these are not included in the bid.

29. Question: Is contractor to include cost to raise/lower roof drains if required to accommodate new insulation thickness

Answer: Yes

30. Question: The ITB is for the single building that is pictured in exhibit A?

Answer: Yes

31. Question: Exhibit a scope of work stating 7400 SF of roof area, but only looking for 4000 SF of Mod Bit at this time (Shaded Color Areas)?

Answer: Only the shaded areas are to be re-roofed.

32. Question: 1"/12" Slope - Tapered ISO System to drains requested. The roof_plans_and_details_1 Document only shows the orange and red area of the building. Are there drains and tapered insulation required for the Green Area Roof deck?
