About this file

This is an Addendum to Invitation to Bid (ITB) 26-16-315930 issued by the Alaska Railroad Corporation (ARRC) for the supply and delivery of Type 5 Yard Ballast material to the ARRC Seward Yards facility. The addendum modifies the original solicitation posted on March 25, 2026, with a bid closing date of April 15, 2026, at 3:00 PM Alaska local time. Bidders must supply a base quantity of 2,000 tons of ballast material with an optional additive alternative for an additional 2,000 tons. All material must be stockpiled at a designated staging site within ARRC's Seward Yard, with final delivery completion anticipated by October 1, 2026. The solicitation does not include a mandatory site visit or bidders' conference. Quality control standards are assessed through sieve analysis testing performed at minimum once per 1,000 tons of production, with specification limits established across seven particle size categories. Unit prices must remain firm for 30 days from bid opening and throughout contract performance, with payment due 30 days after receipt of supplies and proper documentation.

Bidders must demonstrate authorization to serve Alaska, documented financial ability to perform the contract, and capacity to provide full product support. The contract incorporates federal requirements including Federal Transit Administration (FTA) and Federal Railroad Administration (FRA) compliance, Buy America provisions, Davis-Bacon wage requirements, and Disadvantaged Business Enterprise (DBE) program participation, with ARRC operating a race-neutral DBE program with a 4% overall annual participation goal on federal contracts. Compensation includes a pay factor adjustment mechanism based on material quality performance, with compensation adjustments ranging from approximately 79% to 93% of the base unit price depending on conformance to specification limits. Funding sources include FTA and/or FRA assistance through the U.S. Department of Transportation. ARRC reserves the right to reject any material failing to meet compliance standards and provides a Ballast Pay Factor Calculator (Revision 5.0) for bidders to understand the quality assessment methodology when preparing proposals.
