About this file

This addendum to Invitation for Bid 26-007-HG is issued by the City of Leesburg, Florida's Procurement Division and addresses requests for information submitted by interested bidders regarding the purchase of open top roll-off containers for the Solid Waste Department. The addendum clarifies that neither bid bonds nor performance bonds are required, contrary to language in the original solicitation documents. Additionally, the addendum provides technical specifications in response to bidder inquiries, confirming that the containers should be 21 feet 2 inches in length with cable hook configuration and feature guide rails under the roll-off container design. The solicitation seeks 32 total containers across four different sizes (8 units each of 10, 20, 30, and 40 cubic yard capacities), with specifications requiring high carbon H/R steel construction, continuous welding, 10-gauge sides, 7-gauge flooring, reinforced rear doors, and a finish of TECTYL 300 resin undercoat with two coats of Royal BFI Blue high-gloss industrial enamel. The bid submission deadline is January 22, 2026, at 11:00 a.m., with the award recommendation tentatively scheduled for January 30, 2026. The resulting contract will be a one-year term with four optional one-year renewal periods.

Bidders must acknowledge receipt of this addendum as part of their proposal submission. The City clarified that no current contract is in place for these containers and that this represents a new procurement. Bidders must meet standard qualifications including three years of business operation, E-Verify registration, and current insurance coverage with a minimum $1,000,000 combined single limit for Commercial General Liability and Business Automobile Liability. Payment terms are Net 30 days upon delivery and acceptance to the City's Solid Waste Commercial facility, with the vendor responsible for unloading. The City maintains the right to purchase any, all, or none of the estimated quantities from the awarded vendor. No specific budget range is disclosed, and no set-aside designations for disadvantaged enterprises are applicable to this procurement.

Text version

DATE: January 7, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. As stated in the City’s bid documents: Bid Bond The particular item(s) or service(s) outlined within the attached specifications require(s) that a certified check, cashier's check, or insurance company’s executed bond made payable to the City of Leesburg in the amount of five percent (5%) of the base bid accompany your proposal. To ensure its prompt return, please include the company's name and return address on the face of your good faith check or draft. Checks or drafts accepted as good faith deposits will be retained within the City's Finance Department until award and execution of contract is complete, or until a purchase order is issued to the successful proposer. Any proposer withdrawing his proposal after the proposal opening forfeits the right of return of his good faith deposit.

This performance bond percentage exceeds the industry standard for this size of project.

We respectfully request that this Performance Bond be eliminated.

Should the bid bond not be eliminated, we intend to submit a certified check for the bid bond; however, since the bid is being submitted electronically, we would like guidance on how the City would prefer to receive the certified check. Would a copy of the certified check uploaded with the electronic bid be acceptable, or does the original check need to be mailed or delivered separately to the City?

A1. A bid bond and performance bond are not required per Section 5.4 (Contractor Qualifications and Evaluation of Bidders) and the Proposal Bid Form.

Q2. Under 9. Pick-Up Hooks, the City requests "designed contact hoist rails". Will you clarify what this means? Will the city provide pictures of current containers being used?

A2. Guide rails under roll off container.
