About this file

This is Addendum No. 2 to Invitation for Bid (IFB) 26-007-HG issued by the City of Leesburg, Florida's Procurement Division on January 20, 2026. The addendum addresses requests for information submitted by interested bidders regarding the procurement of Open Top Roll-Off Metal Containers for the City's Solid Waste Department. The procurement involves 32 total containers across four sizes (10, 20, 30, and 40 cubic yards, with 8 units per size). The addendum clarifies specifications for container style, dimensions, door configuration, rail systems, and availability of technical drawings by directing bidders to sections 5.1 through 5.3 of the original solicitation document. The bid submission deadline is January 22, 2026, at 11:00 a.m., with the award recommendation tentatively scheduled for January 30, 2026. The resulting contract will have a one-year initial term with four optional one-year renewal periods. All bidders must acknowledge receipt of this addendum on their Proposal Bid Form, either with initial submission or through revision of previously submitted documents.

The addendum does not introduce new pricing terms or modify payment conditions from the original solicitation; payment remains Net 30 days upon delivery and acceptance. Containers must meet specific technical requirements including high carbon H/R steel construction, continuous welding, 10-gauge sides, 7-gauge flooring, and TECTYL 300 resin undercoat with two coats of Royal BFI Blue high-gloss industrial enamel. Bidders must demonstrate three years of business operation, E-Verify registration, and current insurance with a minimum $1,000,000 combined single limit for Commercial General Liability and Business Automobile Liability coverage. Vendors cannot appear on the State of Florida Scrutinized List of Prohibited Companies or the Federal Excluded Parties List. Delivery will be made to the City's Solid Waste Commercial facility with vendor responsibility for unloading. The City reserves the right to purchase any, all, or none of the estimated quantities from the awarded vendor, and no specific set-aside designations for disadvantaged enterprises are mentioned.
