About this file

This is Addendum No. 1 to an Invitation for Bid (IFB) issued by the City of Leesburg, Florida for the Purchase of Open Top Roll-Off Containers. The addendum, dated January 7, 2026, clarifies specifications and requirements based on bidder inquiries submitted during the proposal period. The City of Leesburg's Solid Waste Department seeks to purchase open top roll-off metal containers on an as-needed basis to maintain uninterrupted service to customers. Key specifications clarified in the addendum include container dimensions of 21 feet 2 inches in length with cable hook configuration and guide rails under the roll-off container for hoisting purposes. The addendum requires bidders to acknowledge receipt of the addendum on the Proposal Bid Form, with electronic submission constituting acknowledgment of receipt.

The addendum addresses several critical bidding requirements and clarifications. Notably, bid bonds and performance bonds are not required per Section 5.4 of the solicitation documents and the Proposal Bid Form, eliminating a previously stated five percent (5%) bid bond requirement. The City clarified that no current contract is in place, meaning this represents a new procurement. Bidders submitting proposals electronically must acknowledge the addendum by completing the acknowledgment section with company name, authorized signature, and officer's printed name and title. All interested bidders and parties are bound by the clarifications provided in this addendum as part of the overall IFB document.

Text version

DATE: January 7, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. As stated in the City’s bid documents: Bid Bond The particular item(s) or service(s) outlined within the attached specifications require(s) that a certified check, cashier's check, or insurance company’s executed bond made payable to the City of Leesburg in the amount of five percent (5%) of the base bid accompany your proposal. To ensure its prompt return, please include the company's name and return address on the face of your good faith check or draft. Checks or drafts accepted as good faith deposits will be retained within the City's Finance Department until award and execution of contract is complete, or until a purchase order is issued to the successful proposer. Any proposer withdrawing his proposal after the proposal opening forfeits the right of return of his good faith deposit.

This performance bond percentage exceeds the industry standard for this size of project.

We respectfully request that this Performance Bond be eliminated.

Should the bid bond not be eliminated, we intend to submit a certified check for the bid bond; however, since the bid is being submitted electronically, we would like guidance on how the City would prefer to receive the certified check. Would a copy of the certified check uploaded with the electronic bid be acceptable, or does the original check need to be mailed or delivered separately to the City?

A1. A bid bond and performance bond are not required per Section 5.4 (Contractor Qualifications and Evaluation of Bidders) and the Proposal Bid Form.

Q2. Under 9. Pick-Up Hooks, the City requests "designed contact hoist rails". Will you clarify what this means? Will the city provide pictures of current containers being used?

A2. Guide rails under roll off container.
