About this file

This document is an Addendum 1 to an Invitation to Bid (ITB) issued by the Oregon Military Department's Joint Force Headquarters, Installations Division for the Kingsley Field Electrical Upgrades project (RFQ 259983C001). The addendum addresses several clarifying questions from potential bidders regarding specific technical requirements, including utility distribution, insurance, background checks, and telecommunications cabling standards. The document provides detailed responses to six questions covering aspects such as wall treatment, builders risk insurance, security background checks, and specialized cabling requirements for classified and unclassified communication systems.

The addendum emphasizes critical technical specifications, particularly for Building 243's telecom infrastructure, including TEMPEST (Telecommunications Electronics Material Protected from Emanating Spurious Transmissions) compliance requirements. Key points include maintaining strict separation between classified and unclassified cables, with specific guidelines such as using conduit as a separation mechanism, maintaining a minimum 6-inch separation, and ensuring that unclassified and classified cabling do not share the same wall demarcation points. Bidders are required to acknowledge the addendum by submitting it with their bid, and any protests to the changes must be submitted in writing via email by 10 AM on September 10, 2025.

SUBJECT: Addendum 1 to ITB 259983C001

PROJECT: Kingsley Field Electrical Upgrades

TO ALL PROSPECTIVE BIDDERS AND ALL OTHERS CONCERNED

1. The changes, clarifications, omissions, additions, and alterations in, on, and to the solicitation information and specifications shall apply to the bids submitted for and to the project indicated above. Except as modified by this

Addendum, all of the terms and provisions of the Invitation to Bid (ITB) for the above listed project remain in full force and effect. This Addendum Number 1 supersedes all previous instructions pertaining to the items listed:

CHANGES TO ITB

2. Changes to ITB: The following changes are made to the ITB. (Where applicable, additions are indicated with bold and underlined and deletions are indicated by strikethrough).

Responses to Questions received during the open RFI Period.

Question 1: In the SOW, SW-3, 1: All utility (power and signal) distribution on the interior of a perimeter wall treated for acoustics or RF shall be surface mounted, contained in a raceway, or an additional wall shall be constructed using furring strips as stand-off from the existing wall assembly. If the construction of an additional wall is used, gypsum board may be ⅜ inch-thick and need only go to the false ceiling.

Is there a wall that is anticipated to require furred out? If not, what would trigger this to happen? Is furring out the wall an option to running surface conduit? Please Clarify

RESPONSE: There is no wall that is expected to furred out. Furring out a wall is not an option due to the current accreditation restraints.

Question 2: SGC-22, Para C, ‘Builders Risk Installation Floater Insurance’ (page 44 of the ITB) has both

Required and Not Required checked, Please clarify.

RESPONSE: Not Required

Question 3: Is there a cost in obtaining a Security Background Check (DD369), if so, how much?

RESPONSE: There is no cost for a DD369 background check. Apparent low contractor will have to submit DD

369 and get an approved background prior to commencing work. For the site visit all contractors will be escorted on base and to facilities.

Question 4: Attachment ‘A’, SW-3, ‘Telecom Bldg 243, 2 questions here:

Question 4a: Separation of Classified and Unclassified Ethernet communication cabling and equipment must be in accordance with CNSSAM TEMPEST/1-13’. Please provide details on this separation requirement.

RESPONSE: The main points concerning TEMPEST are:

ITB 259983C001 Addendum 1 Page 2 of 2

1- Unclassified and classified cables do not touch (conduit is the preferred separation mechanism)

2- Separation of unclassified from classified cable trough must allow enough space for inspections to determine no cross overs have occurred (6” is preferred minimum separation)

3- Unclassified cabling and jacks cannot occupy the same wall/demarcation point (i.e. wall box, gutter, etc.) as classified ones.

Question 4b: Cabling must be tested, labeled, and warrantied in accordance with 173FW Comm Standards’.

Please provide spec on testing requirements and the 173FW comm standards.

RESPONSE: End to end cable testing and documentation is standard, but Base Comm (MSgt Stevens) should be able to elaborate if required.

Question 5: Base Bid – Bldg 243 to Include Telecom Bldg 243 requirements. Please provide spec on the ground bus bar mentioned for the mezzanine level.

RESPONSE: Uploaded

Question 6: The next paragraph, ‘Classified Runs’ references a ‘U’ shape in the center of room 13 above server racks ‘as indicated on sketch but there is no ‘U’ shape shown. Please provide spec, clarification on this ‘U’ shaped conduit

RESPONSE: The wire mesh cable trays (one for classified lines and one for unclassified lines) would originate from Rm 13’s S wall with the unclassified tray either above or beside (6” minimum separation) the classified wire cable tray. It would transit to the E wall and proceed up it. There will be two offshoots (U&C) from the E wall and would extend across the room to the W Wall. Each offshoot set would be next to each row of power line drops depicted in the room.

The red power (classified use) and black power (unclassified use) conduits would also follow the same pattern as above.

3. This addendum must be acknowledged and submitted for this project. By acknowledging this addendum in Exhibit 1

Bidder Submission Form Section D of the ITB, the bidder agrees they have read and understood the above mentioned changes and have incorporated those changes into their bid.

PROTEST OF ANY CHANGES TO THE ITB MADE BY THIS ADDENDUM MUST BE SUBMITTED IN

WRITTEN FORM VIA EMAIL TO SAM.A.GOFF@OMD.OREGON.GOV BY 10 AM ON SEPTEMBER 10,

Sam Goff - CPPB
