About this file
This is Addendum 1 to RFP #408-22 issued by the Dawson County Purchasing Department on behalf of the Dawson County Board of Commissioners in Georgia, revising the terms for architectural and engineering design services for a new E911/EOC building. The addendum revises the bid closing date to October 12, 2022 at 10:30 a.m., with responses due no later than 10:25 a.m. that same day. The scope of work has been amended to replace all references to "design builder" with "designer (design team)" and to include a comprehensive Preliminary Architectural Report as required by the Georgia Department of Community Affairs for the grant application. This report must contain an executive summary, introduction, background on project area conditions, evaluation of alternatives including cost estimates for new construction versus renovation of the existing E911 office, site selection criteria, description of the proposed project with preliminary site plans and floor plans with dimensions, and a detailed project budget including construction costs, design and oversight fees, funding sources, operating projections, and project schedule. All Preliminary Architectural Reports must include an original signature and engineering stamp.
The addendum clarifies answers to multiple bidder questions regarding grant application requirements, completion of forms required by the CDBG process, liquidated damages provisions tied to design completion deadlines, the requirement for a 5% bid bond that will be returned upon contract execution, and compliance with federal requirements including Davis Bacon provisions, Section 3 employment requirements, the President's Executive Order No. 11246, and the Architectural Barriers Act. The design completion deadline is fixed to allow the County to meet federal grant funding requirements for the CDBG-funded Construction Services phase. The County will not issue ID badges for projects outside the Courthouse but requires some means of employee identification on-site. All other terms and conditions of the original RFP remain unchanged.

The following are questions and answers to the RFP #408-22 Architectural and Engineering
Services for E911/EOC Building:
QUESTION: What is the grant # for this project that we are requested to reference on the forms on page 112 and 113?
ANSWER: Please leave this information blank, as we do not have a grant number at this time.
We must have the complete design and all documents ready to go to bid for construction services in order to receive the extra points towards the application score in order to be approved the grant funding.
QUESTION: The forms that begin on page 114-133 in the RFP are intended for the general contractor to complete as the design teams would not need to hire tradesmen/ labor for the design effort. Can we omit these forms from our submittal or would rather us to complete as much as possible and indicate “N/A” for the trade and staffing sections?
ANSWER: Please complete all forms as necessary as the forms are required for the CDBG grant process.
QUESTION: There are liquidated damages listed (page 34), which are not relative to the design effort as we will not be building the facility. Can we omit this?
ANSWER: Due to the fact that the design must be completed within the timeframe allotted in the
RFP and subsequent contract to be included in the grant application; liquidated damages stand.
QUESTION: There is a bid bond requested (page 98-99), which is not relative to the design effort as we are covered by our professional liability insurance and are not bidding for the construction of the facility, can we omit this form?
ANSWER: Due to the fact that the design must be completed within the timeframe allotted in the
RFP and subsequent contract to be included in the grant application; the County must ensure that the chosen proposer enters into a contract. Hence the requirement of the Bid Bond. This Bid Bond will be returned/shredded once the contract has been executed. Professional Liability Insurance does not give assurance that a contract will be signed; therefore, a bid bond of 5% is required.
QUESTION: Under Tab C (page 36), it is mandated that everyone wear ID badges on- site, are these needed for the design team and if so, will the County issue these?
ANSWER: The County will not issue ID badges for projects not within the Courthouse. If it is not within the company policy of the awarded proposer to issue ID badges, some other means must be used to easily identify employees working on-site.
QUESTION: In relation to the Section 3 forms found from page 144-133 in the RFP, they are required for the report of labor and maintenance during their work on site of a federally funded project (full or partial).
ANSWER: In both the 2019 CDBG award to the County and the 2022 CDBG Manual, we were advised that some FF & E work, to include design, can have Davis Bacon requirements. If you feel that does not apply to your work for design, please mark N/A and return all the documents in the RFP package as required by both the State and Federal entities awarding the grant.
QUESTION: In relation to the liquidated damages, you mentioned that the deadline was fixed in order for the county to receive Federal funds that will be applied to this project. Can you clarify if that date is for the completion of the construction or for the design? If it is for the design, can you verify how the deadline is achieved, in that, is it when the construction documents are submitted or when they are approved by the county or their representative? If the construction documents are not complete until approved by the county (which is the usual method), how could the design team be held to liquidated damages, as the date is the determine by when the county approves the documents?
ANSWER: The date of completion for this RFP contract is for the design as no construction is included in this RFP. The submission of fully approved construction documents must be received by the deadline. If the deadline is missed due to the actions of the County (as it is stated in the
RFP), then of course the Contractor will not be held liable.
