About this file

This document is an Addendum No. 1 to a Request for Proposal (RFP) issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division for the Central Michigan Correctional Facility. The project involves various HVAC improvements across multiple campus buildings, with a proposal due date of 8/28/2025. The scope includes a comprehensive review and potential upgrades to HVAC systems in ten different facility areas, including administration buildings, education spaces, food service areas, housing units, and maintenance facilities. Key priorities include replacing older heating boilers, reviewing and potentially upgrading air handling units, implementing building automation systems, and addressing cooling and ventilation needs in server rooms and other critical spaces.

The addendum indicates that while a full campus HVAC systems study will further define the final design and construction scope, the current phase (500, 600 & 700) focuses on prioritized improvements. These include reviewing VAV systems, considering boiler replacements, upgrading controls, improving cooling in specific rooms, and enhancing ventilation rates where practical. The project appears to be a phased approach, with potential for incremental implementation as budget and priorities allow. An attendance sheet from a pre-proposal meeting on 8/14/2025 is attached, suggesting collaborative input from potential contractors in developing the project's detailed requirements.

PROPOSAL DUE DATE:

8/28/2025

ADDENDUM ITEMS:

1. Attached is the attendance sheet from the 8/14/2025 Pre-proposal Meeting.

2. As discussed, the focus of the project is expected to shift toward higher priority needs which are expected to be replacement of older heating boilers (previously noted to not be part of the scope).

Many of the air conditioning packaged units had equipment replaced within the past 10-years such that upgrades are expected to be random for poor performance issues of package units, unit ventilators, etc. However, building automation is also a priority for improved control and maintenance and is expected to at least be designed to permit a phased implementation with expected limitations of integrating old equipment. A reduced-scale phasing may also be considered to allow for some general monitoring with the ability to upgrade as HVAC systems are upgraded in each building.

3. Are still looking for some general review and options for ventilation and/or cooling at rooms housing server equipment. However, it is recognized that many server spaces currently are in challenging warm closets and mechanical spaces where improvements would be implemented on a priority basis.

4. While the full campus study of HVAC systems will better define the final agreed upon design and construction scope, at this point for phase 500, 600 & 700 the following is a summary of the anticipated priorities.

1. West Administration (main office), VAV system with 3 package air handlers and relatively new boilers – Review VAV system for improvements, inner AHU-2 fix or replacement expected, controls upgrade, improve cooling in electrical/server room, consider future expansion options though not likely to full design.

2. West Education, Daikin unit ventilators – General review plus consider cooling options for gym though not likely to full design.

3. West Food Service, Chiller with 2 AHUs & a MAU – General review with replacement of 2 boilers, review of cooling and ventilation needs.

4. Housing units (8 double unit buildings), General ventilation with mini-split cooling for select offices

– General review with likely boiler replacements. Some improvements to ventilation should be considered to increase ventilation rate where practical.

5. East Administration, 5 air handlers with split condensers– General review with some upgrades possible including replacement of boilers and pneumatic controls.

6. East Education, unit ventilators with window AC units – General review with boiler replacement.

7. East Food Service, 5 package units – General review

8. Gymnasium/Pavilion, 2 package units – General review

9. West Maintenance – General review

10. Transportation – General Review
