About this file
This document is an addendum to an Invitation to Bid (ITB) issued by the Eugene Water & Electric Board (EWEB) for the procurement of two new move-in-ready manufactured homes for the Carmen-Smith Campus Homes project. The addendum provides responses to questions raised by potential bidders regarding the project requirements, including the number of floors, sizes, and siding specifications for the homes. It also clarifies the design snow load and covered entry requirements. The ITB has a closing date of November 2, 2022, which remains unchanged.
The two-bedroom homes must be a minimum of 800 square feet, while the three-bedroom homes must be a minimum of 1,600 square feet and in a double-wide configuration. The homes must have fiber cement lap siding on the lower portion and board-and-batten siding on the upper portion. A 120-pound per square foot snow load is acceptable, and a covered entry is not required as part of the bid, but will be added later by others. The project is located in Lane County, Oregon, within the jurisdiction of the City of Eugene.

ADDENDUM # 1
Title: CARMEN-SMITH CAMPUS HOMES
RFP # 19-199-G
This addendum adds additional information to the original ITB document.
QUESTION & ANSWER
Q1. We did not see a stipulation pertaining to the number of floors for each home.
A1. We will want one floor for each home.
Q2. Is there a requirement for these homes to be double wide or are you entertaining single wide as an option?
A2. A 3 bedroom must be a double wide, but a 2 bedroom can be a single wide.
Q3. Is there a minimum square footage for either the 3-bedroom home or the 2-bedroom home?
A3. We would like the 3-bedroom to be similar to one we purchased in 2015. We attach that floor plan as Exhibit #1. We would consider 1600 SF to be the minimum. The 2-bedroom minimum would be 800 SF.
Q4. Regarding the 125 psf design snow load - Most factories offer either a 120# or 150# snow load. It does look like according to the GPS location of the powerhouse and utilizing the SEAO Snow Load website, those coordinates only require an 82-pound snow load. Would a 120-pound snow load suffice?
A4. 120 lbs/SF would suffice. Our previous home was modified for 125 lbs. (see below)
Q5. On the siding, are you requiring fiber cement lap siding below board & batten siding OR is the requirement for either lap siding or board & batten? It reads to me as both the fiber cement lap siding and the board & batten siding would be acceptable.
A5. We would like the home to have fiber cement lap siding on the lower portion and board and batten siding on the upper portion. See Exhibit #2 photo.
Q6. Pertaining to the covered entry requirement, would a recessed entry (measuring 30" in depth) satisfy that requirement?
A6. 30” will not be enough. If a covered entry isn’t an available option we can add these separately after the homes are installed. For purposes of bidding, assume no covered entry is required and one will be added by others on-site. We will want a covered entry on both the front and back doors.
Q7. Regarding the phone jack/communications options, we do not wire for those options at the factory level. Instead, we place drop boxes wherever you anticipate having those hookups being needed. This allows for whoever is installing said service to run their wires down through the sub flooring. Would this satisfy that option?
A7. Yes, it would satisfy the option.
CLOSING DATE AND TIME
