About this file

This Addendum No. 1 is issued by the State of Michigan Department of Technology, Management and Budget on behalf of the Department of Environmental, Great Lakes and Energy (EGLE) for the Former Salzburg Cleaners remediation project located at 1906 South Erie Street, Bay City, Michigan. The project involves asbestos abatement, removal and disposal of hazardous and miscellaneous regulated waste, building demolition, removal and disposal of concrete slabs and foundations, removal and disposal of HMA pavement, and management and disposal of non-hazardous impacted groundwater. The bid opening date was June 12, 2019, with a required 90-day project completion schedule. The contractor is responsible for executing an access agreement with the City of Bay City, which must be completed after contract award. The project is funded under Funding Code 1581 with File No. 761/18283.SAR.

The addendum clarifies several contractual and specification matters raised by prospective bidders regarding pay items and documentation requirements. The State of Michigan clarified that all project documentation required for payment is specified in Section 01300 "Submittals" of the bid specifications, with 20 percent of lump sum amounts withheld until documentation is provided to the Professional. Regarding disposal options, the State directed that all concrete and HMA pavement be assumed disposed of at a licensed Type II Disposal Facility rather than recycled, eliminating the need to split pay items. The State also declined to separate pay item 2.8 for groundwater management and disposal into two distinct line items, maintaining the combined pay item structure. No extension to the bid date was granted despite the project's quick turnaround timeline. Acknowledgement of this addendum was required in the Bid Summary Form for a valid bid submission.

STATE OF MICHIGAN Date Issued: June 7, 2019 Department of Technology, Management and Budget Funding Code: 1581 State Facilities Administration File No: 761/18283.SAR 3111 W. St. Joseph Street Department: EGLE Lansing, Michigan 48917 Project Name: Former Salzburg

Bid Opening Date: June 12, 2019

ADDENDUM NO. 1

TO: All Bidders

SUBJECT: Former Salzburg Cleaners Remediation 1906 South Erie Street, Bay City, Michigan 48706

INTENT: This Addendum is issued to:

Item 1 – Provide response to the following questions received

Q: Under Section 00200 part 2.3, the specifications indicate that it is the contractor’s responsibility to execute an access agreement with the City of Bay City. The bid documents also state that the contractor is to execute the access agreement after the award of the contract which may cause delays to the 90-day completion schedule. As the contractor does not represent the owner, wouldn’t the customer be best served if this was completed by the Professional?

R: The Contractor shall be responsible for executing the access agreement with the City of Bay City.

Q: Under Section 01025, pay items 2.3 “Asbestos Abatement” and 2.4 “Removal and Disposal of Hazardous and Miscellaneous Regulated Waste and Building Demolition, Removal and Disposal Including All Contents” indicate that 20% of the lump sum is to be withheld until “all project documentation has been provided to the Professional.” Can you please elaborate on what specific documentation is required under each pay item? Is this a new State of Michigan requirement? On a project with a completion period of 90 days, why is the contractor expected to participate in financing portions of the work for an extended period of time?

R: All documentation required for payment is provided under Section 01300 “Submittals” of the bid specifications.

Q: Under Section 01025, pay items 2.5 “Removal and Disposal of Concrete Slabs, Foundations, and Sidewalks” and 2.6 “Sawcut, Removal, and Disposal of HMA Pavement”, there is an option to either have the material recycled or sent to a Type II landfill based on impaction levels. The price to recycle the material is considerably less than to send it to the landfill. Can you tell us which portion of the concrete and asphalt is impacted so that we can accurately price their disposal? Also, can this item be split into two pay items – one for recycled material and one for disposal at the type II landfill?

R: Assume all concrete and HMA pavement to be disposed of at a licensed Type II Disposal Facility.

Q: Due to the quick turnaround on this project, will there be an extension to the bid date?

R: No

Q: Under Section 01025, pay items 2.8 “Management and Disposal of Non- Hazardous Impacted Groundwater”, there is only one pay item for the management of the dewatering system and disposal of the water. These two categories can vary in pricing dramatically based upon the actual amount of groundwater at the project location. Can this pay item be separated into two pay items? Management of the dewatering system and disposal of impacted groundwater.

R: Pay item 2.8 “Management and Disposal of Non-Hazardous Impacted Groundwater” shall remain unchanged.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the bidder in the space provided in the Bid Summary Form submitted with the bidder's bid for submission of a valid bid. The changes and information shall become part of the contract documents. (Authority: 1984 PA 431)
