About this file

This is an Addendum No. 1 to bidding documents issued by DLZ Michigan, Inc. for the Michigan Department of Natural Resources (DTMB/DNR) regarding the Pointe Mouillee State Game Area Pump Replacement project. The project involves the replacement of a pump station at the Pointe Mouillee State Game Area located at 37205 Mouillee Road, Rockwood, Michigan. The bid due date is 2:00 pm local time on Wednesday, October 13, 2021. The contract duration is 365 calendar days to substantial completion and 395 calendar days to final completion. Site contacts for the project are Adam Shook or Zachary Cooley, reachable at 734-379-9692 or via email at shooka1@michigan.gov or cooleyz@michigan.gov. The addendum clarifies that the Soil Erosion and Sedimentation Control (SESC) permit is issued free of charge by MDTMB, and the successful contractor is responsible for obtaining it and providing documentation to Chris McGarry. Existing record plans and construction drawings dated 1990 have been added to the SIGMA VSS bidding site for contractor reference.

The addendum addresses critical technical and operational clarifications through ten questions and answers. Key points include confirmation that the pump station is not currently operational and that water levels will be subject to environmental conditions; water removed through dewatering may be discharged to nearby creeks or canals with appropriate soil erosion considerations; no soil borings are required for the project, with contractors directed to consult existing plans for available information; and the Approved EGLE/USACE Joint Permit has been added to the SIGMA VSS site. The document emphasizes that bidders must acknowledge receipt of the addendum on the bid form or risk disqualification. No specific pricing information or funding sources are provided in this addendum document.

CLARIFICATIONS

Q1: Could you please advise on the contract duration for the above referenced project? Page 19, Section 00100 – 23 of the bidding documents states that the Work must be completed in 365 calendar days, however, page 2 – Bid Summary, lists the contract time as 395 calendar days.

A1: The Contract is 365 days to substantial completion and 395 days to contract final completion.

Q2: On sheet 2, Existing Structure Verifications, there is a mention of “existing record plans”.

Can these plans be provided to the bidding contractors prior to the bid?

A2: Existing previous construction plans have now been added to the SIGMA VSS bidding Site.

Q3: Regarding Appendix III, Special Project Procedures, we have the following questions:

What is the cost of the SESC permit?

If, per note 7d, Demolition Procedures, Recycling/salvage/landfill rates are to be provided. Are these costs paid separately as part of the allowance?

Given the Hazardous Materials Project Procedures; Asbestos Abatement Project Procedures;

and Lead Abatement Project Procedures; there are no materials of these type’s indicated on the drawings, nor has any abstract been included in the documents of hazardous/asbestos/lead materials inspections or testing.

Is the contractor required to include in his bid the cost of inspection/testing for presence of these Materials? If so, will an abstract, and any subsequent removal/abatement of such materials be paid for from the allowance.

A3: The SESC Permit is issued by MDTMB and is free of charge. The successful contractor will be responsible for obtaining the permit, and provide the necessary documentation to Chris McGarry (mcgarryc@michigan.gov) at the MDTMB.

The Demolition/Remodeling Project Procedures outlines contract boilerplate demolition expectations. Nothing in this section infers that demolition will be paid for separately.

No known sources of hazardous materials are present on the site. This section is a standard section in the contract book.

Q4: We did not find any constraints, durations, etc. regarding taking the Pump Station out of service.

Can the pump station remain out of service at any time and for any duration?

Will the game area maintain the current pond elevations while the station is out of service?

A4: The pumping station is not currently operational. Wetland and creek water elevations will be subject to environmental conditions at the time of construction. For the Mouillee Creek side, the creek equalizes to Lake Erie, and Contractors are directed to publicly available lake levels for current and historical trends.

mailto:mcgarryc@michigan.gov

Q5: Per the section Appendix II, Special Working Conditions, , Department of Natural Resources, Note 6 states, “…..Dept. of Natural Resources and the US Corps of Engineers Permit sections appended to these specifications.”

We do not see that these permits were appended to the specifications. Please provide the appropriate Permit sections.

A5: The Approved EGLE/USACE Joint Permit has now been added to the SIGMA VSS Site.

Q6: Soil Borings Required Section 312319, Dewatering, alludes to wells and well points that are typically used for ground dewatering. Please provide soil borings at each of the headwall areas, as well as the pump station, to determine the extent of ground dewatering.

Soil borings would also be required to address cofferdam construction.

A6: There are no soil borings for this project. See existing plans for available information.

Q7: Per sheet 1, Note 5., Water removed by Dewatering shall not be disposed into the sewers.

We assume any ground dewatering; cofferdam dewatering; or structure dewatering; can be discharged into the existing canals.

A7: Water may be discharged to the nearby creek or canal with appropriate soil erosion considerations.

Q8: Canal bottom contours are not shown on the drawings.

We assume the 36’’ CMP inverts are at grade with-in the pond, and the pond bottom, away from these discharge/intakes, is gradual, say ¼’’ per foot slope. Please confirm.

A8: Please see the existing drawings for information.

Q9: We assume that the 36’’ corrugated metal pipes are sound.

If any of these pipe leak, we assume that this would be a changed condition and will any measures to further seal the pipe would be paid from the allowance or change order. Please confirm.

A9: We will not preemptively discuss allowances or change orders.

Q10: EGLE Permit Has the EGLE Permit been secured?

With the EGLE permit, was discharge of ground water or pond water addressed? Is a NPDES permit required?

A10: The Approved EGLE/USACE Joint Permit has now been added to the SIGMA VSS Site.
