About this file

This Addendum #1 pertains to the City of Norcross's Lighting and Decorations Services RFP for citywide annual holiday and event lighting and decoration maintenance. The primary contract is for the 2023 holiday season with potential renewal options for up to three additional one-year periods. The City of Norcross currently maintains Christmas decorations stored in five labeled shipping containers and operates existing outdoor electrical outlets in working order. The selected vendor will implement new color-changing mini LED lights with a revised wrapping methodology that focuses on tree branches only, excluding trunks, to reduce labor requirements and minimize potential injury to trees as trunks expand. The vendor must be prepared to accommodate requests for tree pruning, branch unwrapping, tree removal, and replanting as deemed necessary by the city. The sealed proposal submission deadline was Friday, March 31, 2023, at 11:00 AM, with a mandatory pre-bid meeting held on Friday, March 3, 2023, at 10:00 AM at 345 Lively Avenue, Norcross, Georgia. All vendor questions and requests required submission via email to Shahin.khalili@norcrossga.net prior to March 17, 2023.

During the initial contract year, the city requested that the vendor maintain the existing setup while allowing for creative adjustments and expressions in subsequent years as the vendor becomes more familiar with the role. Interior decoration services are currently handled by a separate vendor but may be consolidated with this contract in the future. Any additional work requested by film production companies or other external entities not included in the contract scope will be billed directly to those entities rather than to the City or the selected vendor. The City of Norcross reserves the right to accept or reject any or all proposals and award based on the city's best interests.

Addendum # 1

Q.- How much room is there for creativity from the awarded vendor?

A.- For the first year, the city would like to maintain its current set-up as-is. However, as time goes forward and as the vendor feels more comfortable in their role, creative adjustments and expressions can be explored.

Q.- Is the city planning on any Interior decorations with the contract.

A.- As for now, the city’s interior decorations are handled by a separate vendor, however in the future we can discuss merging the duties.

Q.-Where are the existing Christmas decorations stored and how are they Labeled?

A.- Currently, the city stores the Christmas decorations in 5 shipping containers housing all of our Christmas lights and décor. They are labeled in varying combination of location and category of lights/décor.

Q.-Electric Outlets at current locations and fitted for current lighting.

A.- Currently all our outlets are in working order and are made for outdoor use.

Q.-Extent of Tree Pruning

A.- The vendor will need to be prepared for requests from the city to unwrap particular branches, or whole trees as deemed necessary for pruning (i.e., dead or dying branches) or on occasion dying trees that need to be removed and replanted, and rewrapped.

Q.-Movie productions companies and filming requiring adjustments.

A.- Any additional work requested by film crews/productions companies that are not included in the contract, will be an expense billed towards the film company themselves. Not the City or the Vendor.

Additional Information:

At the beginning of the contract, we will have our lights removed to make way for the new Vendor owned, color changing mini led lights. As well as the lights being new, the way in which they are wrapped in the tree will change also. The new wrapping style will include the branches only, and not the trunk. This will help with minimizing the number of light strands needed per tree. It will also help with minimizing labor for loosening strands and risk of injury to the trees as the trunks grow faster in diameter than the branches do.
