About this file
This is Addendum #1 to a Centralized Request for Quote (CRFQ) issued by the State of West Virginia Department of Administration Purchasing Division on behalf of the West Virginia Division of Natural Resources for construction of the Hopper Kayak Launch Ramp located in Greenbrier County. The project involves marine construction services for a kayak launch facility, including concrete ramp construction, asphalt paving, riprap slope protection, concrete curbing, and associated site work. The solicitation was issued on December 5, 2025, with bids due by December 16, 2025 at 1:30 p.m. The addendum publishes vendor responses to 19 submitted questions and provides a pre-bid sign-in sheet. Key project clarifications include confirmation that Detail 4 on Sheet D1 specifies the pavement section for full-depth construction; no quantities are provided to vendors; Base 1 asphalt is specified; aggregate shot rock specifications have been revised from 12 inches to 28 inches; the City of Lewisburg disposal site at 396 Feamster Road is available for excess material; contractors are responsible for engaging geotechnical testing firms; and multiple parties including DNR, City of Lewisburg, and Chapman Technical Group will conduct on-site inspections. The addendum also includes three new sketches (SK-1, SK-2, and SK-3) detailing launch ramp end treatment, asphalt paving overlay details, and typical cross-section specifications.
The solicitation contains no specific pricing information, set-asides, or incumbent contractor details in this addendum. Vendors are required to acknowledge receipt of all addenda and submit the Addendum Acknowledgment Form with their bids to avoid disqualification. All provisions of the original solicitation and any other addenda not modified in this addendum remain in full force and effect. Bids should be submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305. For information, vendors should contact Joseph (Josh) E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.

RFI: Vendor Questions for CRFQ DNR 26*06 Hopper Kayak Launch Ramp
Q1. Detail 4 illustrated on Plan Sheet D1 requires 9” of Class I Aggregate, 3 ½” of WVDOH Type I
Base Course, and 1 ½” of WVDOH Type I Wearing Course. It appears that the existing aggregate parking lot is near the proposed finished grade. Therefore, will you please confirm the pavement section illustrated on Plan Sheet D1 is the intended pavement section for the project? If so, will you please confirm if an A/E representative will spot confirm the aggregate subbase thickness prior to placement of asphalt pavement to ensure the proposed aggregate thickness is met?
A1. Utilize Detail 4 on Sheet D1 where the plans indicate the use of full depth pavement. Utilize the attached Asphalt Pavement Overlay detail where an overlay is indicated. See Sheet C2 & attached Sketch SK-2.
Q2. Would the owner or engineer provide the square footage of asphalt and/or the estimated tonnage?
A2. Quantities are not provided.
Q3. Could you confirm which asphalt base is being specified—Base 1 or Base 2?
A3. Base 1. See Asphalt Paving Detail 4 on Sheet D1.
Q4. Would the owner be willing to extend the deadline for submitting questions by an additional week?
A4. No. The deadline has already passed.
Q5. Could you provide expected quantities and sizes of all specified aggregates? We noted a
D85 /= to 12" requirement. Would a 32" heavy shot rock be more appropriate for the lower side, especially at the bottom area of the ramp?
A5. Yes. Replace 12” with 28” shot rock. See attached Sketches SK-1 and SK-3.
Q6. Due to potential root mass or other unforeseen conditions during excavation, could we receive estimated quantities and a defined method for qualifying or pricing overages?
A6. Quantities are not provided. Contractor shall include the removal and disposal of organic material from the subgrade within the paving limits shown.
Q7. Is there a recommended gravel or rip-rap shoulder, instead of grass, at the edge of pavement to manage sheeting during a 100- or 1,000-year storm?
A7. No.
Q8. Is there an approved or available site for unwanted or excess material?
A8. Yes. The City of Lewisburg has a disposal site near Dorrie Miller Park. The address is 396
Feamster Road, Lewisburg, WV. Disposal of trash and organic material such as root balls are the responsibility of the contractor.
Q9. Will the Chapman Group provide surveying (initial layout and as-built) to the contractor at cost?
A9. No. Chapman Technical Group will provide field survey control and related CADD files upon request.
Q10. Will the owner or Chapman Group be providing compaction testing for the subgrade and
Class 1 base course?
A10. The contractor shall engage a qualified geotechnical testing firm to verify site preparation requirements have been met, and that fill material classification, maximum lift thickness, and in-place density of compacted fill complies with the requirements. See Earth Moving
Specification Section 312000 for additional information.
Q11. Which authority will we be following for 7-day environmental inspections—DNR, the
City of Lewisburg, or both?
A11. On-site inspections and construction observation may occur at any time by those mentioned as well as staff from Chapman Technical Group. Sediment and erosion control devices are to be inspected by the Contractor every 7 days and within 24 hours of a rain event of 0.5 inches or greater. See General Notes Sheet GN1, and Technical Specifications for more information.
Q12. Is it required to have a staff member with an environmental certification on-site or on the contractor’s payroll?
A12. No.
Q13. Is it acceptable to cut trees to grade prior to installing silt cloth, and postpone silt cloth installation until actual soil disturbance begins?
A13. In areas where trees > 3” DBH are to be cut, silt fencing installation may be postponed until the trees are felled. This exception does not relieve the Contractor from containing sedimentation during this work. Silt fence and other temporary sediment control structures are to be installed prior to the commencement of grubbing activities in these areas.
Q14. Could the owner or Chapman Group clarify details on the curb/gutter wall? Specifically, is there a footer beneath that wall?
A14. See Concrete Curb Detail 3 on Sheet D1. The footing for the 6-inch curb is shown.
Q15. Who will be conducting inspections—Owner/Owner’s Representative, City of
Lewisburg, DNR, or multiple parties?
A15. Multiple parties.
Q16. Are the lighting islands to have a curb, or contain rocks, or grass for pole protection?
A16. The islands are to be backfilled with 4” min. topsoil and planted with grass.
Q17. Would it be acceptable or recommended to elevate light poles on concrete pedestals and pave up to the base, thereby removing the need for islands?
A17. The light pole bases are elevated. See Pole Base Detail on Sheet SE-100.
Q18. Concrete please give expected quantities.
A18. Quantities are not provided.
Q19. Is there an approved list of materials or suppliers for this project?
A19. No.
