About this file

This is a Project Manual for the Hopper Launch Ramp Project 24010, a state capital improvement project administered by the West Virginia Division of Natural Resources, Parks and Recreation Section. The project involves the extension of an existing parking area and construction of a new small boat launch ramp with site lighting in Lewisburg, West Virginia. The work is defined as a single prime contract with one allowance item for Special Inspections valued at $10,000.00. Chapman Technical Group serves as the Architect/Engineer. The project manual establishes comprehensive specifications across multiple divisions including general requirements, cast-in-place concrete, earthwork, utilities, asphalt and concrete paving, electrical systems, and turf establishment. Key technical specifications address site clearing and grubbing, earth moving with specific soil compaction requirements (98 percent maximum dry density for embedment materials and 95-98 percent for final backfill depending on location), concrete paving with 4,500 psi strength for freeze/thaw exposure, HDPE storm sewer pipe installation with watertight joints, electrical lighting and grounding systems, and erosion control measures throughout construction.

The specifications require adherence to multiple industry standards including ACI, ASTM, NFPA, and AASHTO standards for materials and installation methods. The Contractor is responsible for all temporary facilities, erosion and sedimentation controls, utility coordination, and site preparation. Testing and inspections are mandatory, with the Contractor bearing costs for initial compaction testing (minimum three tests per material type) and additional retesting if requirements are not met. The project requires coordination of multiple trades, adherence to environmental regulations including West Virginia Department of Environmental Protection requirements, and maintenance of erosion controls until permanent vegetation is established. Contractor personnel must pass drug and background screening, and the site is designated as a non-smoking facility. The specifications establish detailed procedures for submittals, quality control testing, change order processes, and closeout documentation including operation and maintenance manuals and project record documents. Special attention is required for protection of existing vegetation, coordination with Owner occupancy requirements, and compliance with state and local authorities having jurisdiction.
