About this file

This Addendum 02 document pertains to the Pentucket Regional School District's solicitation for design and installation of a photovoltaic system at Pentucket Middle High School in West Newbury, Massachusetts. The project involves installation of a 343.17 kWdc (312.50 kWac) solar array comprising 837 REC 410W modules mounted on the school's rooftop using a ballasted racking system, five SMA TriPower Core 62-US inverters, module-level rapid shutdown devices, and interconnection equipment for parallel operation with National Grid utility power. The system is designed for a 25-year service life and must comply with the 2020 NFPA 70 National Electrical Code, 2015 International Building Code, and all applicable Massachusetts state and local standards. Sealed bids are due June 24, 2026 at 12:00 p.m. local time. A non-mandatory site visit is scheduled for June 17, 2026 at 3:00 p.m., and the selected contractor must execute the contract by July 3, 2026. Bidders must submit questions at least four working days prior to the bid deadline to the specified email contacts. Place of performance is 24 Main Street, West Newbury, MA 01985.

Bidders must hold a Massachusetts DCAMM Certificate for ELECTRICAL or ENERGY MANAGEMENT SYSTEMS work as a mandatory qualification. A 5% bid bond is required at submission, with the selected contractor obligated to furnish a 100% performance bond and labor and material payment bond, with all costs included in the bid price. The contract is subject to Massachusetts prevailing wage rates effective through 2028. Required insurance includes $1 million Property Installation Floater, $1 million Commercial General Liability, $1 million Automotive Liability, $1 million Worker's Compensation and Employer's Liability, and $5 million Umbrella coverage, all naming the District as an additional insured with Primary and Non-Contributory language and Waiver of Subrogation. Contract documents are available via email request to SWallace@prsd.org.

Pentucket Solar Project Addendum #02

Questions:

1. Design / Equipment Specs: The RFP includes a stamped Construction Plan Set, but does not include a detail ballast design based on the specified Panelclaw ClawFR 10 or a structural letter attesting to the ability of the roof to hold the weight of a final racking design. Is the intention to commit bidders to using the equipment as spec'd in the current design or is there flexibility to change module spec and/or racking while maintaining the same inverter spec and ISA? (REC 410s are a residential module and are somewhat impractical for a project of this size).

Bidders are free to provide equipment submittals for alternate hardware (racking and modules) however the inverters shall stay as specified.

EAH Structural evaluated the roof structure. Letter of findings is attached.

The Architect of Record for the building would only allow modules to occupy specific regions of the roof. Modules with a smaller form factor (at the time) took better advantage of this limited space than a larger commercial module.

2. Anticipating Mechanical Attachments: Once a full ballast racking analysis is completed, it is likely that it will require a significant number of mechanical attachments through the roof membrane to meet Exposure C and the Wind Speed's specified. Is Customer aware of this and prepared for this design possibility?

No. A fully ballasted system is anticipated.

3. Design Status: The stamped drawings are a 2022–2023 interconnection set; is the design final and fully permitted as-is, or should bidders expect revisions to current code (2023 NEC / MA amendments) and then submission for new building and electric permits?

Permits and Utility Approvals have already been obtained based on the work performed in 2022-2023.

4. Project Timeline & LDs: what are the expectations around project delivery timeline for Substantial Completion? Will there be consequences in the form of liquidated damages if Contractor fails to reach this goal?

The Project Schedule requires the following:

Interior piping work to be completed by September 30, 2026.

Project Placed in Service: January 31, 2027.

Liquidated damages will be $2,500/calendar day for each day after January 31, 2027.

5. ISA Status: is the ISA still active? What is the date of expiration? Has one or more extensions been applied for?

Yes. The ISA is current and SDA has maintained extensions.

6. SMART Program Status: has the Client applied for SMART 3.0 previously for this project? No application has been submitted.

7. CORI/SORI: Given the occupied school setting, are CORI background checks or other clearances required for workers on site?

All workers assigned to this project shall successfully complete a CORI check before performing any work on the project site.

8. Solar Ready Details: Please confirm the "solar-ready" provisions: documented roof structural/ballast capacity, and any pre-installed conduit pathways or electrical provisions we can rely on.

Pathways and solar-ready provisions exist as shown on Construction Documents.

9. Electric Bill: Can a copy of the electric bill for the property be provided.

A copy of an electric bill can be provided after contract award.

10. Which DCAMM category is required — the Invitation to Bid says "Electrical or Energy Management Systems," but the Summary (01 10 00) says the single prime must hold DCAMM Electrical. Please confirm.

Energy Management Systems is added to Summary 01 10 00.

11. Will a certified/cashier's/treasurer's check be accepted as bid security? The Invitation to Bid permits it, but the AIA A701 boilerplate says a bond is required — please confirm the check is acceptable.

12. Confirm there are no filed sub-bids (none are listed) and no Alternates or Unit Prices to bid (those sections appeared without content).

Confirmed. No Filed Sub Bids, no Alternates and no Unit Prices.

13. Contract Payment Terms: What are the payment terms and retainage percentage?

The Contractor shall submit monthly requisitions on forms acceptable to the Owner and shall show the value of labor, materials and equipment incorporated into the Work. Approved requisitions shall be paid Net 30 days. Five percent retainage shall be withheld from each payment and released sixty days after Substantial Completion, subject to the completion of the Work and compliance with applicable Massachusetts law.

14. The REC-410W Modules that is specified for this project is no longer available. I have attached the specification sheet for the 460 modules , please let us know if this panel if fine or if you want to specify a different one, so we can get the correct panel and pricing.

Submittals of an or equal product of larger wattage will be considered, but the array must stay within the identified Solar ready area.

15. Safe Harbor Material requirements clarification:

The Safe Harbor provision has been removed in its entirety.

16. Is the 500amp breaker POI in the MSB existing? Please confirm.

The 500 amp breaker in the MSB is not existing. Please provide.

17. Does the racking require any attachments.

Racking to be provided per the Construction Documents as a ballasted installation.

18. Please provide quantity and dimensions of ballast blocks required.

Ballast to be provided per the Construction Documents.

19. Are slip sheets required and if so, what type?

The slip sheets material must match the existing roof membrane (Firestone UltraPly Platinum TPO Adhered Roofing System slip sheets for this Firestone UltraPly Platinum TPO Adhered Roofing System. Firestone is now owned by Elevate. Stanley Roofing was the roofing installer.) These sheets must be installed wherever the photovoltaic array or other overburden comes into contact with the roof membrane to protect it from abrasion, embedding, or other damage.

20. Please clarify how roofing warranty shall be maintained after construction of the PV System.

In order to keep the Firestone/Elevate warranty in good standing, the General Contractor is required to submit the attached overburden waiver and post warranty alteration form to Firestone/Elevate warranty services for review along with photos of the installation. Any penetrations into the existing Elevate roof system must handled by an Elevate licensed contractor per Elevate details and specifications.

Once Elevate has reviewed and approved the documentation, they will issue a warranty continuance letter to the building owner.

21. Please confirm the status of bldg. permit fees.

All Building Permit fees are waived.

22. Please confirm roof access.

The roof can be accessed externally or through the roof hatch adjacent to the Main Electric Room.

23. Is there a 39” parapet around the roof?

The parapet height varies.

24. Are there any Buy American or BABA requirements for this project?

This project does not have a BABA requirement.
