About this file
This is an Addenda document issued by the Orlando Utilities Commission (OUC) on May 4, 2026, addressing clarifications and responses to questions submitted in response to RFP 9174 for Safety Training and Industrial Hygiene services. The addenda provides critical guidance on pricing structures, instructor requirements, course durations, and submission protocols. Key clarifications include that industrial hygiene sampling costs should be structured using unit rates or time-and-materials frameworks rather than fixed lump sums, with clearly defined hourly rates for Certified Industrial Hygienists and technicians, equipment costs, laboratory analysis fees, and travel expenses. The document confirms that a second instructor is required only for CPR/AED classes exceeding ten participants, establishes course durations for previously undefined courses (Incident Command and Organization at 4 hours, Fall Protection Competent Person at 8 hours, Trenching and Excavation at 8 hours, and Radiation Safety courses at 40 hours initial or 8-hour refresher), and clarifies that pricing should reflect the entire class topic rather than per-day costs. The addenda specifies that suppliers may submit proposals for only Industrial Hygiene services without providing complete training scope coverage, that a pre-response conference will not be held, and that training equipment is supplied by OUC only for Stanton Energy Center trainings.
The addenda establishes that HAZWOPER training pricing must include separate line items for 8-hour refresher, 24-hour, and 40-hour courses, and that bidders should align course durations with applicable regulatory requirements including OSHA and NFPA standards where no specific duration is mandated. Electronic signatures are acceptable for all required forms except the Sworn Statement on Public Entity Crimes, which requires notarized signatures. Pricing and Supplier Information must be submitted in Microsoft Excel format as separate files from technical proposals. The document confirms that business licenses and insurance certificates are not required at proposal submission and may be provided at the time of award without affecting responsiveness. Proposers must acknowledge receipt of the addenda in their submittal or risk being deemed non-responsive, and all communications regarding the RFP must be directed exclusively to the buyer of record, Cindy Luttfring, at cluttfring@ouc.com.

Question Response
For industrial hygiene sampling costs. We are not sure how to come to a total lump sum price on this. There are so many variables such as how long are we on site for an event, depending on the complexity of the job will determine offsite labor time for research/ report writing, the various lab costs for the many different samples the differetn types of monitors/ pumps, etc. that may be used, etc.
Industrial hygiene sampling scope can vary significantly depending on the nature of the task, duration, analytes, and methods required.
To address this, we are not expecting a single fixed lump sum for all potential IH services. Instead, we request that you structure your pricing using a unit-rate or time-and-materials framework, with clearly defined cost components.
Please provide the following:
Labor Rates Hourly rates for IH professionals (e.g., CIH, technician, project manager)
On-site vs. off-site rates (if different) Field Sampling Costs
Daily or per-event mobilization rates Equipment rates (e.g., pumps, direct-reading instruments)
Laboratory Analysis Costs Any subcontracted lab markup structure
Reporting Standard report cost or hourly rate for data interpretation and report generation
Other Costs Travel (mileage, per diem)
Rush analysis fees (if applicable)
On the "one, two, planned response" for CIH and IH/ safety professional. Similar scenario to above. How do we quantify a cost for a one time service due to the number of variables/ unknowns that will be associated? Unless you are asking for their hourly rate in this section?
Please provide the following:
Labor Rates Hourly rates for IH professionals (e.g., CIH, technician, project manager)
On-site vs. off-site rates (if different) Field Sampling Costs
Daily or per-event mobilization rates Equipment rates (e.g., pumps, direct-reading instruments)
Laboratory Analysis Costs Any subcontracted lab markup structure
Reporting Standard report cost or hourly rate for data interpretation and report generation
Other Costs Travel (mileage, per diem)
Rush analysis fees (if applicable)
"OUC expects the class sizes to vary from 5- 20 participants" It is understood you want pricing for a class of 12. How/ where do we account for a second instructor if the ratio goes above 1:10?
A second instructor is only required for CPR/AED classes that exceed 10 partipants.
Can you confirm that the "Incident Command and Organization" class has a 4 hour duration?
Yes. This is 4 hours
SEC New Member Annual has "hazardous material release" at 24 hours. Is this different than HazMat Training (Outside of SEC) "Initial hazardous material release response"?
The scope of this training woul be the same
The terms "per class" and "per session" are used regarding pricing.
Confirming you do not want a per day cost, you want the cost for the entire class topic ( 8, 16, 24, 40 hour)?
Yes. Price for entire class topic
Page 29 states the supplier information qualification sheet should be attached as an excel file. Since we can't combine excel into pdf documents, can that be sent as a separate file?
Pricing and Supplier Information must be submitted in Microsoft Excel format.
From the supplier information qualification form, #11, 12, 13, 14. Will resumes be sufficient for training and practical experience? Or you would like all applicable certifications they have? For training experience, what would you like to see showing they have trained others in these respective courses?
Resumes are acceptable to show training and practical experience. Certifications are prefered
Confirming OUC will not be requiring respiratory fit testing and pulmonary function tests with this contract?
Correct
Do you have an existing qualitative industrial hygiene sampling plan in place for OUC?
No. This is not a written plan in place across the company.
Can we submit a proposal on specific portions of the scope of work (e.g. only Industrial Hygiene services), or is a single proposer responsible for the entire scope (to include subcontractors)?
It is ok to submit a propsal for only the IH services
Section 1.2 references a Pre-Response Conference and Attachment C;
however, Attachment C appears to contain Supplier Information/Qualifications. Can OUC clarify whether a Pre-Response Conference will be held and provide applicable details (date, location, and virtual attendance options)?
A preresponse conference will not be held
9174 Safety Training and Industrial Hygiene
Section 2.2 indicates OUC will provide training equipment; however, the price schedule states that pricing should include all equipment and materials. Can OUC clarify the expected division of responsibility for training equipment and whether suppliers should include equipment costs in their pricing?
Training equipment is supplies at the Statnon Energey Center (SEC) Trainings only. Please
The price schedule assumes a 1:10 instructor-to-student ratio. Can OUC confirm whether this ratio applies to all training types, including hands-on or high-risk courses (e.g., rescue, fire brigade) and more administrative topics (e.g. office ergonomics), or if different ratios are expected?
Theratio only applies to CPR/AED courses
Can OUC clarify the expected scope and basis for the 40-hour Emergency Medical Response training? Specifically, should this training follow a recognized standard or certification program, or is it intended to be a site-specific course? If site-specific, can OUC provide the expected level of training and key components to ensure consistent pricing across bidders?
CPR, AED, Advance 1st aid, trauma, and medical secondary assessment. BBP. Compliance with HIS, American Safety & Health Institute Advanced first aid medical responder.
Can OUC clarify the scope and expected competencies for the 8-hour Office Emergency Response Team training (e.g., level of hands-on training, inclusion of drills, certification expectations such as
CPR/AED)?
Drills are not included in this. This is training on the Emergency Action Plan, emergency procedures, evacuation procedures, assembly points, and CPR/First aid
The price schedule includes a single line item for HAZWOPER training, while the scope references multiple course durations (8-, 24-, and 40-hour). Can OUC clarify how pricing should be reflected on the price sheet to account for these different course lengths?
OUC recognizes that HAZWOPER training includes multiple course durations (e.g., 8-, 24-, and 40-hour) as defined in the scope. While the price schedule currently reflects a single line item, bidders shall provide separate pricing for each course duration.
To ensure consistency and comparability:
Bidders shall include a breakout of pricing for:
8-hour HAZWOPER (refresher)
24-hour HAZWOPER 40-hour HAZWOPER
Pricing may be provided as an attachment or supplemental pricing sheet aligned to the main price schedule.
Each price should reflect the full cost to deliver the course in accordance with applicable regulatory requirements (e.g., OSHA 29 CFR 1910.120), including instructional time, materials, and any hands-on components.
The single line item in the price schedule should reflect either:
A blended rate clearly explained by the bidder, or
A “not-to-exceed” or representative value, with detailed pricing provided in the breakout.
OUC will evaluate proposals based on the detailed breakout pricing to ensure an equitable comparison across bidders.
For courses listed in the price schedule without defined durations, can OUC provide the expected total instructional hours per course to ensure consistent and comparable pricing across bidders? This includes, but may not be limited to:
OUC does not prescribe fixed instructional hours for courses where durations are not defined in the price schedule. Training duration is expected to align with applicable regulatory requirements (e.g., OSHA, DOT, NFPA) and/or the accrediting or certifying training body associated with the course.
Bidders should base their pricing on delivering training that fully satisfies those requirements, including any minimum contact hours, practical evaluations, or refresher criteria established by the governing standard or training authority.
To ensure consistency across proposals:
If a course is governed by a regulatory or industry standard, bidders shall align course duration with that standard.
If no specific duration is mandated, bidders should propose a duration consistent with industry best practices and clearly state the assumed instructional hours in their submission.
Any assumptions regarding course length must be explicitly documented to allow for equitable evaluation.
18a Incident Command and Organization 4 Hours 18b Fall Protection Competent Person 8 Hours 18d Trenching and Excavation 8 Hours 18e Radiation Safety Officer (RSO) initial/refresher 40 Hours/ 8hour refreseher 18f Radiation Safety Authorized Person initial/refresher 8 Hours/4 Hour Refresher
19 Will accept partial offers for this bid Yes.
Section 4 identifies several required proposal components by tab, but the checklist does not indicate whether a separate pricing file is required or whether pricing should be included within the technical response. Because Attachment B is listed as the Price Schedule, could you clarify the required packaging of cost information and confirm whether pricing must be submitted separately from the technical proposal for evaluation purposes?
Pricing and Supplier Information must be submitted in Microsoft Excel format.
Section 4 indicates that a copy of the company's business license and insurance certificate are to be provided at time of award, while other compliance materials are due with the proposal. Could you confirm whether failure to include those two items at proposal submission will have no impact on responsiveness, and whether apparent successful offerors will be permitted to furnish them after notice of intent to award?
Any item noted as “to be provided at the time of award” is not required to be included with the proposal.
Section 4 instructs bidders to provide written signatures on all original forms and, when required, a notary stamp, then scan and upload those forms with the proposal. Could you clarify whether electronic signatures are acceptable for all required forms, and specifically identify which forms, if any, must be notarized for this solicitation?
Electronic signatures are acceptable for all required forms, except for the notary section on the Sworn Statement on Public Entity Crimes, which is the only form that requires a notarized signature.
