The letter, dated June 19, 2026, announces an award recommendation for Request for Proposal (RFP) 9174 for Safety Training and Industrial Hygiene services to Alpha-Omega Training and Compliance and TRC Engineers, Inc. The scope of services includes comprehensive occupational safety training, industrial hygiene services, and radiation compliance support. Training encompasses emergency first responder programs such as hazardous materials response, industrial fire brigade, confined space rescue, and emergency medical response, along with occupational safety courses covering HAZWOPER, DOT/Hazmat, fall protection, trenching, scaffolding, OSHA certifications, arc flash safety, and radiation safety. Industrial hygiene services include exposure sampling, analysis, onsite consultation, and Florida Department of Health radiation compliance support. Training will be delivered at multiple OUC facilities including Stanton Energy Center, Southwest Water Production Plant, and office locations in Orlando, with an estimated eight industrial hygiene visits annually and courses offered on a recurring basis. The contract term is three years with two one-year renewal options, and pricing must remain firm throughout the contract period. Bidders were required to submit questions by April 28, 2026, and proposals were due by 2:00 PM EST on May 27, 2026.
Bidders were required to submit pricing on a lump-sum basis per class session and for industrial hygiene services on a documented laboratory cost basis plus 10 percent markup, with additional hourly rates for Certified Industrial Hygienist services, Industrial Hygiene Technician/Safety Professional services, and Radiation Safety Compliance services on annual lump-sum amounts. OUC will pay invoices within thirty days of receipt and verification of service compliance. Qualified bidders were required to demonstrate a minimum of five years of experience supporting industrial, utility, or power-generation clients; maintain at least one Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) on staff; and submit at least three references from completed projects of similar scope and size. Suppliers must maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Comprehensive Automobile Liability with $1,000,000 per occurrence limits, and Commercial General Liability with $2,000,000 per occurrence limits. The RFP documentation does not identify any set-aside designations, disadvantaged enterprise requirements, or incumbent vendors. OUC reserves the right to cancel the Notice of Intent to Award at any time prior to execution of a written contract if the apparent successful suppliers fail to negotiate and execute a contract with acceptable terms and conditions.
