About this file
This is Addendum II to an Invitation to Bid (ITB DOA 25 26 74) issued by the Florida Department of Agriculture and Consumer Services (FDACS) for the Conner Complex Exterior Site Lighting Improvements project (FDACS Project Number 1159). The addendum, dated April 1, 2028, provides clarifications on licensing requirements for bidders on this site lighting project at the Conner Laboratory Complex Administration Building in Tallahassee. The original solicitation called for sealed bids with a non-mandatory pre-bid conference on March 17, 2026, written questions due by March 23, 2026, bid submission deadline of March 31, 2026, and public bid opening on April 1, 2026. The project encompasses complete demolition of existing lighting infrastructure and installation of new LED lighting systems with 25-foot steel poles, underground conduit systems, and associated electrical work in compliance with 2020 National Electrical Code and 2023 Florida Building Code standards. The contract is structured as a fixed-price agreement with 90 days to substantial completion and 30 days for project closeout, totaling 120 calendar days, with liquidated damages of $250 per calendar day for delays.
The addendum specifically addresses a critical qualification requirement: bidders must hold an active Electrical Contractor's license pursuant to Florida Statute Chapter 489, either as the primary bidder or through a licensed electrical subcontractor if the prime contractor holds a valid CGC or CBC license. Award will be made to the responsive and responsible bidder submitting the lowest total price. Bidders must register in the MyFloridaMarketplace system and submit a Substitute W-9 Form. If the bid price reaches $100,000 or greater, a five percent bid bond guarantee and 100 percent performance bond are required. All bidders must provide comprehensive insurance coverage with the State of Florida named as an additional insured and comply with criminal background check and E-Verify requirements. Five percent retainage will be held on all payments until final completion and acceptance, and the contractor must provide a one-year written warranty covering all parts and labor from substantial completion. Bidders are responsible for all permitting fees and associated impact charges.
