About this file
This document is Addenda No. 2 for the Geotechnical Engineering On-Call Services Request for Proposal (RFP No. S-Q10054-00013941) issued by the Urban Flood Safety & Water Quality District in Portland, Oregon. The addendum, dated June 17, 2025, provides clarifications and answers to potential bidders' questions regarding the ongoing procurement. The RFP seeks geotechnical engineering firms to provide on-call services for levee asset and facility analyses, with field investigations such as soil borings, cone penetration tests, and laboratory testing likely to be required during the contract period. The proposal deadline remains July 1, 2025, at 9:00 AM, with work areas constrained to levees and floodplains associated with four previously dissolved drainage districts: Peninsula Drainage District #1, Peninsula Drainage District #2, Multnomah County Drainage District #1, and Sandy Drainage Improvement.
The addendum reveals that while the District does not have a formal Diversity, Equity, and Inclusion (DEI) goal, the Board has mandated outreach to minority- and women-owned businesses for intermediate and formal procurements. Environmental and permitting work in support of drilling or sampling efforts will be included in the contract. Bidders are required to submit a current Professional Engineering license from the State of Oregon, and license and certification documents will not count against the proposal's page limit. The procurement appears designed as a flexible, on-call service agreement that will enable the District to engage geotechnical engineering expertise as needed for infrastructure assessment and flood safety management.
